EXECUTIVE SUMMARY Recommendation to approve the SHIP Annual Report for FY 2010/2011 and authorize the Chairwoman to sign the "Certification for Implementation of Regulatory Reform Activities Required by SHIP" and SHIP Certification for fiscal year 2010/2011 to ensure compliance with program requirements. OBJECTIVE: Authorize the Board to approve the SHIP FY 2010/2011 Collier County/Naples Annual Report and authorize the Chairwoman to sign the required certifications due by September 15,2013 to the Florida Housing Finance Corporation(Corporation). CONSIDERATIONS: Collier County is a participant in the State Housing Initiatives Partnership (SHIP) program and is required by Section 420.9075(10), Florida Statutes, to transmit the Annual Report certifying that the local housing incentive strategies and the local housing incentive plan have been implemented or are in the process of being implemented. The Report must be certified by the County's chief elected official, or designee. As a matter of practice, the County Manager also signs the Certifications. Local governments have three years to expend the distribution of program funds issued to the County. At the end of those three years or when all program funds are spent for a fiscal year allocation (whichever occurs first), the County shall submit to the Corporation a "closeout" Annual Report by September 15 of each year of its affordable housing program and accomplishments through June 30. Annual Reports must be submitted to the Corporation via the internet. Once the annual report and certification forms are executed and submitted to the Florida Housing Finance Corporation, Collier County will be in compliance with the reporting requirements of the SHIP program. FISCAL IMPACT: Execution of the certifications will ensure that Collier County continues to be eligible to participate in and receive future funding from the SHIP Program. GROWTH MANAGEMENT IMPACT: Continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: The certifications are form documents provided and required by Florida Housing Finance Corporation.
