EXECUTIVE SUMMARY
Recommendation to approve a budget amendment recognizing $397,676.54 of State Housing
Initiatives Partnership(SHIP)grant revenue and program income for state fiscal year 2012/2013.
OBJECTIVE: To recognize revenue and establish a budget for the state fiscal year 2012/2013 SHIP
program.
CONSIDERATIONS: On July 7, 1992, the William E. Sadowski Affordable Housing Act was signed
into law providing additional funding to local communities in order to promote and advance affordable
housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under
the SHIP program, Collier County and the City of Naples receive State funds and each allocation can be
expended over a three year period.
In 2013, Collier County received $127,908.00 for the period of 7/1/2012 through June 30, 2015 of which
$7,687.00 is the City of Naples portion of the allocation.

The proposed expenditure budget of $397,676.54 will be used to provide purchase assistance, owner-
occupied residential rehabilitation assistance and administrative services.

FISCAL IMPACT: A budget amendment in the amount of$397,676.54 is necessary to recognize SHIP
grant revenue and program income as detailed within Table 1 within SHIP Grant Fund (791), Project
33222. This funding allocation will not be expended until prior year SHIP funds are exhausted.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which requires a majority vote
for Board action.—JAB
GROWTH MANAGEMENT IMPACT: Approval of this item will facilitate the goals set forth in the
Housing Element of the Growth Management Plan.
RECOMMENDATION: Approve and recognize the SHIP FY 12/13 budget amendment in the amount
of$397,676.54.
