EXECUTIVE SUMMARY Recommendation to award Bid #13-6035, "Shadowlawn Elementary Sidewalks", for construction of sidewalk improvements on Bayside Street, Calusa Avenue, and Caledonia Avenue to Southwest Division, Inc., in the amount of$154,663.39 (Project#33207). OBJECTIVE: To provide sidewalk improvements near the Shadowlawn Elementary School on the west side of Bayside Street, south side of Calusa Avenue, and north side of Caledonia Avenue. CONSIDERATION: On June 12, 2012, Item 16A20, a Local Agency Program (LAP) Agreement with Florida Department of Transportation (FDOT) for the Shadowlawn Elementary Sidewalks was approved by the Board of County Commissioners (Board). This agreement set aside funding to be reimbursable up to the amount of$138,629 for this project. On December 31, 2012, the Purchasing Department sent 1,616 notices to vendors for Bid #13- 6035 for the construction of sidewalks near the Shadowlawn Elementary School. This project includes five-foot wide sidewalks together with driveway reconstruction. The driveway reconstruction is necessary at some locations within the project in order to provide a sidewalk that will meet the Americans with Disabilities Act (ADA) requirements. On July 26, 2013, three bids were received and opened. One of those bids was deemed non- responsive. Transportation and the Purchasing Department staff reviewed the unit pricing on the bid tab, and Southwest Division, Inc. was the lowest, qualified and responsive bidder. The bid total was $154,663.39. The qualified and responsive bid results were as follows: Contractor Bid 1 Southwest Division, Inc $154,663.39 2 Quality Enterprises, Inc. $159,620.00 The Design Engineer's opinion of probable cost for the project was $163,309.76. The bid of Southwest Division, Inc. is 6%under the Engineer's estimate. FISCAL IMPACT: A budget amendment is needed for $16,034.39, moving budget from the Countywide Bikeway project 69081 to the Shadowlawn Elementary School project 33207 within the Transportation Gas Tax Fund 313. Funds in the amount of $138,629 are available in Transportation Grant Func 71: Project #3320 This project is part of a FDOT LAF Agreement, FM 429915-1, in the amount of$138,629, for construction which will be reimbursed by the FDOT. The Road Maintenance Department estimates that upon completion, this project will not require immediate additional committed annual funding. The Road Maintenance Department has a current inventory of sidewalks, bike paths, shared use paths and curbing of approximately 1,100 miles which is repaired and maintained annually within a BCC approved budget of $875,000, (average cost $795 per mile). ITB 13-6035—Bid Analysis Shadowlawn Elementary Sidewalks I have reviewed the bid and analyzed it for anomalies by comparing it to the engineer's estimate and the average of the bid price. Below are pay items in which the Contractor's unit price were significantly different than the Engineer's Estimate: 120-1 Regular Excavation(1114 CY) 120-6 Embankment(695 CY) 285-709 Optional Base, Base Group 9 (Only if necessary for roadway base repairs) (145 SY) 350-1-1 Cement Concrete Pavement Plain, 6"Driveway Aprons(174 SY) Unit Prices for Engineer's Estimate were taken from FDOT Area Averages. If pay items were not available through area averages, state averages were used. All pay items and associated quantities,with the exception of 285-709 Optional Base,have been reviewed and deemed correct based on the proposed plans. Pay item 285-709 Optional Base was shown as 25 SY on the plan set and bid as 145 SY. Since this item is noted"Only if necessary for roadway base repairs"it was considered immaterial to the bid results. It is anticipated that the difference in unit cost for the other items is due to the small quantity proposed for the overall project. It is also possible that the Contractor's unit price was influenced by the quantity per street or location required. I have verified the plan quantities for these items and find minimal risk to the county in awarding the bid. Daniel G Hall,P.E.
