EXECUTIVE SUMMARY
Recommendation to award Bid #13-6101 "White Boulevard Sidewalk Improvements" for
construction of sidewalk improvements from Weber Boulevard east to 25th Street SW to
Quality Enterprises USA,Inc. in the amount of$266,680.15 (Project#33203).
OBJECTIVE: To provide sidewalk improvements on the north side of White Boulevard from
Weber Boulevard east to 25th Street SW.
CONSIDERATION: On June 12, 2012, Item 16A13, a Local Agency Program (LAP)
Agreement with the Florida Department of Transportation (FDOT) for the construction of
sidewalks on White Boulevard was approved by the Board of County Commissioners (Board).
This agreement set aside funding to be reimbursable up to the amount of $448,800 for this
project.
On April 26, 2013, the Purchasing Department sent 1,462 notices to vendors for Bid #13-6101
for the construction of sidewalks on White Boulevard. This project includes five-foot wide
sidewalks together with driveway reconstruction. The driveway reconstruction is necessary
throughout the project in order to provide a sidewalk that will meet the Americans with
Disabilities Act (ADA) requirements.
On May 29, 2013, 3 bids were received and opened. One of those bids was deemed non-
responsive. Staff reviewed the unit pricing on the bid tab, and Quality Enterprises USA, Inc. was
the lowest, qualified and responsive bidder. The bid total was $266,680.15. The qualified and
responsive bid results were as follow:

The Design Engineer's opinion of probable cost for the project was $284,724.00. Quality
Enterprises USA, Inc. bid is 6.3%under the Engineer's estimate.
FISCAL IMPACT: Funds in the amount of$266,680.15 are available in Transportation Grant
Fund 711, Project #33203. This project is part of a Florida Department of Transportation
(FDOT) Local Agency Program (LAP) Agreement, FM 429901-1. Therefore the amount of
5266.680.15 for construction will be reimbursed by the FDOT. The Road Maintenance
Department estimates that upon completion, this project will no_ require immediate additional
committed annual funding. The Road Maintenance Department has a current inventory of
sidewalks, bike paths, shared use paths and curbing of approximately 1,100 miles which is
repaired and maintained annually within a BCC approved budget of $875,000, (average cost
$795 per mile).

GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires a majority vote for Board approval. -ERP
RECOMMENDATION: That the Board award Bid #13-6101 "White Boulevard Sidewalk
Improvements" to Quality Enterprises USA, Inc. in the amount of$266,680.15 and authorize the
Chairwoman to sign the attached contract after review by the County Attorney's Office.
