EXECUTIVE SUMMARY
Recommendation to approve a Post Project Maintenance Agreement with the Florida
Department of Transportation (FDOT), for the maintenance of the sidewalk constructed as
part of "Safe Route to School" program at Shadowlawn Elementary on Andrew Drive from
US41 to School Drive and Francis Avenue from Shadowlawn Drive to Pineland Street, upon
completion of the FDOT intersection improvements project,Financial Project No. 428254-1-52-
01,and a Resolution authorizing the Chairwoman to sign the Agreement.
OBJECTIVE: That the Board of County Commissioners (BCC) approves and authorizes the
Chairwoman to sign a Project Maintenance Agreement with Florida Department of Transportation
(FDOT) for the maintenance of sidewalk constructed as part of the "Safe Route to School" program
at Shadowlawn Elementary on Andrew Drive from US41 to School Drive and Francis Avenue from
Shadowlawn Drive to Pineland Street, upon completion of the FDOT improvement project.
CONSIDERATIONS: FDOT has undertaken Financial Project No. 428254-1-52-01 and obtained
approval for federal participation for the intersection improvements consisting of sidewalk
constructed as part of the "Safe Route to School" program at Shadowlawn Elementary on Andrew
Drive from US41 to School Drive and Francis Avenue from Shadowlawn Drive to Pineland Street.
The Road and Bridge Maintenance Department of the Growth Management Division is responsible
for the maintenance of all county maintained sidewalks in accordance with accepted State standards.
FDOT has agreed to construct the sidewalks and as such the only expense that county would incur
would be the regular maintenance required for all county maintained sidewalks. Should this
agreement not be approved at this time, FDOT will not be able to proceed with the sidewalk "Safe
Route to School" improvement project and federal participation in the amount of$552,854 will be
lost these sidewalks would then need to be considered as part of the county's future Sidewalk and
Pathways plans with the cost of the project then becoming the county's responsibility.
FISCAL IMPACT: The Road Maintenance Department estimates that upon completion, this
project will not require immediate additional committed annual funding. The Road Maintenance
Department has a current inventory of sidewalks, bike paths, shared use paths and curbing of
approximately 1,100 miles which is repaired and maintained annually within a BCC approved budget
of$875,000, (average cost$795 per mile).
GROWTH MANAGEMENT IMPACT: The requested intersection improvements are consistent
with Growth Management objectives and produce no negative impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
RECOMMENDATION: That the Board of County Commissioners (BCC) approves and authorizes
the Chairwoman to sign the attached Project Maintenance Agreement with Florida Department of
Transportation (FDOT) for the purpose of providing sidewalk: maintenance upon completion by
FDOT of the "Safe Route to School" sidewalk improvement project and a Resolution memorializing
the Board's approval of the Agreement.
