EXECUTIVE SUMMARY
Recommendation to approve extensions for completion of subdivision improvements associated
with the Reflection Lakes at Naples Phases 3F, (AR-7826) 3G, (AR-7776) and 3K, (AR-7827)
subdivisions pursuant to Section 10.02.05 B.11 of the Collier County Land Development Code.
OBJECTIVE: To approve extensions for the completion of subdivision improvements associated
with the Reflection Lakes at Naples Phases 3F, 3G and 3K subdivisions.
CONSIDERATIONS: On April 25, 2006, the Board of County Commissioners (Board)
approved the final plat of Reflection Lakes at Naples Phase 3F for recording. On March 14,
2006, the Board approved the final plats for Reflection Lakes at Naples Phases 3G and 3K for
recording. The Land Development Code requires that upon approval by the Board of County
Commissioners a plat must be recorded within 18 months and the associated subdivision
improvements must be completed within 36 months unless an extension is formally requested
and granted by the Engineering Services Department. The plats have been recorded and the
required subdivision improvements are substantially complete. There are Letters of Credit in
place as development guaranties. Previous extensions were requested and granted for these
projects. Had the property owner requested extensions to complete the work, the extensions
would have been granted as standard operating procedure. The property owner has requested an
extension of the approval for Reflection Lakes at Naples Phase 3F from April 25, 2012 through
April 25, 2014; and extensions for Phases 3G and 3K from March 14, 2012 through March 14,
2014. Therefore, the improvements must receive final acceptance prior to the proposed
extension dates, or additional extensions must be requested and approved prior to the new
expiration dates.
The property owner has paid all of the past fees which would have been paid for normal
extensions. All fees associated with the original approval have been paid.
FISCAL IMPACT: The County will realize revenues as follows:
Fund: Growth Management Fund 131
Agency: County Manager
Cost Center: 138327 --Land Development Services
Revenue generated by this project: Total: $900.00 Extension Fees
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires a majority vote for Board approval. -ERP
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
RECOMMENDATION: Recommendation to approve the extension applications for
Reflection Lakes at Naples Phases 3F. (AR-7826) 3G, (AR-7776) and 3K, (AR-7827).
