EXECUTIVE SUMMARY
Appointment of members to the Water and Wastewater Authority.
OBJECTIVE: To appoint one member to the Water and Wastewater Authority to fulfill a term
expiring on May 21, 2015 and to reappoint one member to a term expiring on May 21, 2017.
CONSIDERATIONS: This five member authority was established on February 27, 1996, by
Ordinance No. 96-6 to regulate utility rates and related matters regarding non-exempt water and
wastewater utilities in unincorporated Collier County. Three members shall be technical in
nature, with expertise in engineering, finance and/or business administration. The remaining two
members shall be appointed on the basis of individual civic pride, integrity, and experience in
any area of regulation. Members are required to file a Form 1 Statement of Financial Interests
each year with the Supervisor of Elections. Terms are four years. A list of the current
membership is included in the backup.
A term expired on May 21, 2013 and there is also an additional vacancy. The vacancies were
advertised and resumes were received from the following interested citizens:

RECOMMENDATION: That the Board of County Commissioners considers the
recommendations for appointment/reappointment, appoints/reappoints two members, and directs
the County Attorney to prepare a resolution confirming the appointment/reappointment.

1. Mr. Lowell Lam currently serves as Chairman of the Authority and has attended
all scheduled meetings. Mr. Lam is a consummate professional who is an active
and knowledgeable member of the Authority.
2. Ms. Patricia Sherry meets the qualifications of a "technical member" as defined in
Collier County Ordinance 96-6, as amended. No additional applications for this
one vacant position have been received by my office.
Staff respectfully supports the reassignment of Mr. Lam and the assignment of Ms.
Sherry to the one vacant position on the Authority.
