EXECUTIVE SUMMARY
Recommendation to award quote#13-6117R for the installation of automated gate improvements at
the Collier Area Transit facility at 8300 Radio Road to FA Remodeling and Repairs, Inc., in the
amount of$56,413.
OBJECTIVE: To install an automated gate system at the Collier Area Transit (CAT) facility at 8300
Radio Road to enhance security and improve the efficiency of operations.
CONSIDERATIONS: Collier County Board of County Commissioners approved an American
Recovery and Reinvestment Act (ARRA) grant application and award from the Federal Transit
Administration (FTA) for 49 U.S.C. § 5307 funding on March 10, 2009, for design and installation of
gate improvements to enhance security at the CAT Operations facility at 8300 Radio Road. The total
ARRA funding available for this project is $39,362.50 and was matched by toll revenue credits assigned
from the Florida Department of Transportation. In addition to ARRA funding. the Board approved an
additional allocation of Fiscal Year (FY) 2010 FTA § 5307 funding for the gate on June 8, 2010. The
amount available in FY 2010 for the gate improvements is $42,076.33. The total funding available for
this project is $81,438.83. FTA allows for solicitation of quotes for purchases up to $100,000, however,
the County Purchasing Policy requires a bid for purchases anticipated to be over$50,000.
The Purchasing Department initially advertised this as a bid and received no responses. Subsequently
telephone calls were made to the firms that received a copy of the bid to determine why they did not
respond to the initial solicitation. The overwhelming response was that the firms that would be bidding
on the gate were not interested in taking responsibility for installation of the card reader. Therefore, the
card reader portion was removed from the bid and re-advertised as a solicitation for quotes with the
expectation that that the quotes would be under $50,000. Email notices of the request for quotes were
sent to 316 firms and 26 firms downloaded the bid. Two quotes were received by the due date of June 21,
2013 by the following firms: FA Remodeling and Repairs, Inc. and Carter Fence. Carter Fence was
deemed non-responsive as they responded to the original bid,not the revised request for quote.
Costs are noted on the attached quote tabulation. Staff is recommending awarding the quote to FA
Remodeling and Repairs, Inc. as the lowest, qualified and responsive firm. Their quote was $56,413.
FISCAL IMPACT: Funding is available in the ARRA Grants Fund, 125, within Project No. 33045 and
CAT Grants Fund 424, within Project No. 33119. The source of funding is through the federal FTA
Section 5307 grant program—ARRA FY 2009 and FY 2010 funding years.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: Consistent with Objective 10 and 12 of the Transportation
Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve award of Quote#13-6117R
to FA Remodeling and Repairs, Inc. for the design and installation of automated gate improvements at
8300 Radio Road in the amount of$56,413.
