EXECUTIVE SUMMARY
Recommendation to approve a US Department of Agriculture Control of Agricultural Land
Agreement for cattle management improvements at Caracara Prairie Preserve
OBJECTIVE: To provide hydrologic cattle management improvements at Caracara Prairie Preserve that
will also improve wildlife habitat.
CONSIDERATIONS: The U.S. Department of Agriculture (USDA) Natural Resource Conservation
Service Farm Bill Environmental Quality Incentive Program (EQIP) provides financial assistance to
owners of land in agricultural production, or persons who are engaged in livestock or agricultural
production on eligible land, for installation or implementation of conservation practices. Hugh E. Starnes
and the County entered into a Cattle Lease Agreement for the Caracara Prairie Preserve (July 24, 2007;
Agenda Item 10H), as amended on November 9, 2010;Agenda Item 10D. Hugh E. Starnes and the Board
have also entered into USDA Control of Agricultural Land Agreements(November 9, 2010; Agenda Item
10D and July 24, 2012; Agenda Item 16E3) similar to the proposed USDA Control of Agricultural Land
Agreements. There have been no issues at Caracara Prairie Preserve with cattle improvements
made by Mr. Starnes under prior Agricultural Land Agreements. Improvements planned under the
proposed agreement include the installation of an additional water control structure. The improvements
will enhance living conditions for the cattle while also enriching natural resource protection within the
preserve. As the land owner, Collier County must give authorization to the producer, Hugh E. Starnes, to
install, operate, and maintain any structural or vegetative practice proposed under the EQUIP via the
Control of Agricultural Land Agreement.
USDA grant improvements made under the Control of Agricultural Land Agreement will not negatively
affect Collier County's ability to garner panther habitat unit mitigation credits from the Caracara Prairie
Preserve. Caracara Prairie Preserve will continue to be used as set forth in the Board approved
Management Plan.
FISCAL IMPACT: There is no fiscal impact associated with this item. Collier County will not fund any
cattle operation improvements within Caracara Prairie Preserve. These improvements will be funded
through the NRCS EQUIP.
LEGAL CONSIDERATIONS: The Lease Agreement allows modifications to the property with the
County's written approval. This item is approved as to form and legality and requires a majority vote for
approval. -JAB
GROWTH MANAGEMENT IMPACT: This proposal supports Objective 7.3 of the Conservation and
Coastal Management Element of the County Growth Management Plan, which requires the County to
continue to implement programs that conserve and protect endangered and threatened wildlife species.
RECOMMENDATION: That the Board approves and authorizes the Chairwoman to sign a US
Department of Agriculture Control of Agricultural Land Agreement.
