EXECUTIVE SUMMARY
Recommendation to appoint Clarence Tears to the RESTORE Evaluation Committee as an
Alternate to Mayor Sammy Hamilton representing Everglades City.
OBJECTIVE: To appoint Clarence Tears to the RESTORE Evaluation Committee as an
Alternate to Mayor Sammy Hamilton for Everglades City.
CONSIDERATIONS: On June 11, 2013, the Board of County Commissioners (BCC) formally
appointed external stakeholder representatives to the RESTORE Committee to include Mayor
Sammy Hamilton representing Everglades City. Everglades City now requests that Clarence
Tears be designated as Mayor Hamilton's Alternate. With this change the following
organizations and their representatives serve on the Committee:
1. City of Naples Mayor John Sorey III (Mike Bauer, Alternate)
2. City of Marco Island Dr. James Riviere (Bryan Milk, Alternate)
3. Everglades City Mayor Sammy Hamilton (Clarence Tears,
Alternate)
4. The Conservancy of Southwest Florida Jennifer Hecker(Jeremy Franz, Alternate)
5. Rookery Bay National Estuarine Preserve Alberto Chavez
6. Big Cypress Basin Board Lisa Koehler
7. Tourism Development Council Clark Hill
8. Collier County Marine Industries Association Frank Perrucci
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: Staff recommends that the BCC to appoint Clarence Tears to the
RESTORE Evaluation Committee as Alternate for Mayor Sammy Hamilton representing
Everglades City.

RESOLUTION NO. 2013-
A RESOLUTION MEMORIALZING THE APPOINTMENT OF
CLARENCE TEARS AS AN ALTERNATE MEMBER OF THE COLLIER
COUNTY RESTORE AD HOC SELECTION ADVISORY COMMITTEE
REPRESENTING EVERGLADES CITY.
WHEREAS, on June 11. 2013, the Board of County Commissioners formally appointed
external stakeholders to the RESTORE ("Resources and Ecosystems Sustainability, Tourism
Opportunities and Revived Economies of the Gulf States Act of 2012") Ad Hoc Selection
Committee (the "Committee"), which includes Mayor Sammy Hamilton as a regular member
representing Everglades City; and
WHEREAS, Everglades City requests that Clarence Tears be named to serve as the
City's alternate member; and
WHEREAS, the Board of County Commissioners finds that this request may assist the
Committee in making recommendations in the public interest.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY FLORIDA, THAT:
1. Clarence Tears is appointed as an alternate member to the RESTORE Ad Hoc
Selection Committee representing Everglades City.
PASSED AND DULY ADOPTED by the Board of County Commissioners of Collier
County, Florida,this 9th day of July, 2013.
