EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $80,000 to support the
FY2013 budget established for the Office of the Hearing Examiner.
OBJECTIVE: To fund the Office of the Hearing Examiner for the remainder of FY2013.
CONSIDERATION: On May 28, 2013, under item 16.E.3, the Board of County Commissioners
(Board) approved the Employment Agreement for the Chief Hearing Examiner and set the
annual salary at $110,000, effective May 29, 2013. The annual budget for the Office of the
Hearing Examiner totals $250,000, and includes the fully weighted salaries for the Hearing
Examiner and his assistant, and all operating expenses. The Developer Services Fund (131) will
contain the budget for 100% of the office with a transfer from the Unincorporated Area General
Fund (lll) offsetting 25% of planned expenses. Although the budgeted amount had been
previously approved by the Board to support the operation of this office, no mechanism was
contemplated to move money into the applicable cost center to cover expenses incurred during
the last four months of FY2013. The approval of this Executive Summary will authorize the
transfer of funds to the applicable cost center via a budget amendment.
FISCAL IMPACT: Sufficient funding to support the expenses for the last four months of
FY2013 is available in the Developer Services Fund (131) reserves. A budget amendment is
required to move funds in the amount of $80,000 from Fund 131 reserves to the appropriate
payroll and operating accounts in Fund 131, cost center 138350.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed by the County Attorney and raises
no legal issues. -JAK
RECOMMENDATION: That the Board of County Commissioners (Board) authorizes a budget
amendment in the amount of$80,000 to support the FY2013 budget established for the Office of
the Hearing Examiner.
