EXECUTIVE SUMMARY As recommended by Commissioner Henning, I am providing an operations plan and financial review report to modify the Immokalee and Everglades Airport operations by September 2, 2013 to achieve the following: (1) staff reduction plan at the Immokalee Regional Airport from 5 FTE to 1.5 FTE encumbering no more than $128,949 and moving the administrative secretary to a part-time position available with the Airport Authority Administration to maintain financial levels of service for all airports; (2) Reduce staff from 1 FTE to .5 FTE at Everglades Airport and provide a feasibility analysis for potentially reduced operations; (3) Analyze adopting a ramp fee of $25 for Immokalee Regional Airport and its effects on airport usage and move forward immediately with a minimum fuel purchase of 5 gallons; (4) Adopt a single flowage fee of 25 cents for fuel regardless of volume or fuel source to increase revenues; (5) Review the ability to end the fueling contract with World Fuels without penalty and consider purchasing fuel for all airports as part of the bid purchase price of the City of Naples Airport Authority if it reduces price and is acceptable to their contractor and/or if prices are not lower remain with World Fuels; and (6) Implement a pre-paid fuel card program beginning in September to increase funds collected in advance and develop a related discount plan for the $50,000 and $100,000 pre-purchase fuel cards and analyze the level of full-service fueling that would remain available by having a working General Manager and/or staff provide this service with a reduced staff level. OBJECTIVE: To reduce personnel cost without compromising existing leases and/or customer relationships. The continuing goal is to help the Immokalee and Everglades Airports to become budget independent. CONSIDERATIONS: This item was continued from the June 11, 2013 BCC meeting and has been modified to include additional steps for Airport Authority improvements. Currently, the Immokalee Regional Airport has budgeted $284,402 for 5 full time employees (FTE). The savings calculated under Fiscal Impact is based on keeping 1.5 FTE plus benefits encumbering no more than $129,000. I will reduce staffing from 5 FTE to 1.5 FTE at the Immokalee Regional Airport. 1.5 FTE at Immokalee Regional Airport and .5 FTE at Everglades Airport would provide adequate staff if the airport moves from full-service options towards a self-service platform for customers. I will review the Immokalee Regional Airport's fees to include possibly a ramp fee and/or a minimum fuel purchase, the Authority could increase variable revenue, and reduce the deficit by up to 56% with staff reductions. Related to airport landscaping and maintenance, the Airport Authority would use existing contracts with Collier County to provide those services. I have attached a copy of the landscaping plan that I feel is necessary to maintain compliance with FAA and FDOT. Packet Page-253- 7/9/2013 14.A.2. The Airport Authority currently has two flowage fee options under the current rates and charges structure based on volume or fuel source. I am suggesting a set fuel flowage fee charge of$.25 per gallon. This rate should provide some additional revenue for the Collier County Airports. Commissioner Henning had requested we move to a fully self-service fuel system; however the Airport Authority Administration had cause for concern that jets expecting full-service fueling may then choose not to fuel up at the Immokalee Regional Airport. Therefore, as part of the smart-sized operations plan, the Authority will continue to provide full-service fueling during business hours with its reduced staffing by having a working General Manager responsible for this amenity to customers. This allows the Authority to maintain its current level of service, reduce staff and increase savings without adversely affecting the profit margin on fuel, which is higher for full service. Currently, one Immokalee Airport sub-tenant purchases 51 to 54 percent of fuel sold each year. A pre-paid fuel card program reduces the staffing. Pre-paid fuel cards could range from $250 to $100,000 with a graduated rate of discount for the $50,000 and $100,000 cards. The Immokalee Regional Airport already uses a credit card payment system so no additional outfitting is required. The Collier County Airport Authority's contract with World Fuels expires in November 2013. The City of Naples Airport Authority has entered into a new fueling contract and has invited the Collier County Airport Authority to purchase fuel at potentially reduced rates. The new fuel contactor for the City of Naples Airport Authority must approve such transactions and the Naples Airport Executive Director will work with the Collier County Airport Authority. We will obtain a copy of the RFP and contract from the Naples Airport Authority to evaluate fuel charges to include intangibles. If the rates are better than we have under World Fuels, we will work with the provider(AVFUELS) through the County Purchasing Department to purchase fuel at reduced rates FISCAL IMPACT: Staff reductions at the Immokalee Regional Airport and Everglades Airpark would result in a cost savings between $155,543 and $181,310. However, the cost of outsourcing landscape operations at the Immokalee Airport, which may have the largest single impact on expenses at that airport, is unknown at this time, and could potentially outweigh any savings gained by staff reductions. Additionally, the probable loss of fuel revenue from flight school and jet traffic that will likely result by providing self service fueling only will further negate a portion of the savings realized by the reduction of staff. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority support for approval. -JAK. RECOMMENDATION: That the Board of County Commissioners, acting as the Collier County Airport Authority, accepts the Airport Authority Executive Director's plan to modify the Immokalee and Everglades Airport operations by September 2, 2013 to reduce the airport budget deficit, and for the Executive director to develop an operations plan and financial review report to achieve the following: (1) staff reduction plan at the Immokalee Regional Airport from 5 FTE to 1.5 FTE and/or not encumbering any more than $129,000 in burdened salaries for staff and to Packet Page-254- 7/9/2013 14.A.2. provide a written feasibility analysis reducing Everglades Airport staff level to .5 FTE; (2) Analyze adopting a ramp fee of $25 for Immokalee Regional Airport and a minimum fuel purchase of 5 gallons and other reasonable fee adjustments that might increase revenues; (3) Adopt a single flowage fee for fuel regardless of volume or fuel source; (4) Consider purchasing fuel for all airports as part of the bid purchase price of the City of Naples Airport Authority if it reduces price and is acceptable to their contractor; and (5) Implement a pre-paid fuel card program to increase funds collected in advance, eliminate full-service fueling and develop a related discount plan for the $50,000 and $100,000 pre-purchase fuel cards.
