EXECUTIVE SUMMARY
Recommend that the Board of County Commissioners provide approval to designate the
Sheriff as the official applicant and point of contact for the U.S. Department of Justice,
OiSee of Justice Programs, Bureau of Justice Assistance Edward Byrne Memorial Justice
Assistance Grant (JAG) FY `13 Focal Standard grant, authorize the electronic submission
of the application, accept the grant when awarded, approve associated budget amendments
and approve the Collier County SheriVs Office to receive and expend 2013 JAG Standard
grant funds.
OBJECTIVE: To request approval from the Board of County Commission to designate the Sheriff as
the official applicant and point of contact for the Bureau of Justice Byrne JAG FY `13 local standard
grant application, submit the application electronically, accept the grant when awarded, approve
associated budget amendments and authorize CCSO to receive and expend the JAG Standard funds.
CONSIDERATION: The Collier County Commission has participated in Edward Byrne Memorial JAG
projects for over 20 years. Federal Fiscal Year (FFY) 2013 JAG local standard allocation for Collier
County is $66,440.
The Sheriffs Office has prepared a grant application to utilize the $66,440 allocation to continue the
Juveniles At Risk Comprehensive Action Program (JARCAP) for an additional 12 months. CCSO has
implemented a number of successful youth programs over the past 20 years. The JARCAP program was
developed in 2009 to provide an intervention model to address an increase in juvenile delinquency
throughout the community. Pro - active, multidimensional programs such as JARCAP are needed to
address an array of youth and family challenges.
The JAG allocation of $66,440 will support the costs of one Delinquency Prevention Specialist (licensed
mental health counselor).
FISCAL IMPACT: The U.S. Department of Justice will provide $66,440 in JAG grant funds. There is
no local match requirement.

The Bureau of Justice Assistance (BJA), Office of Justice Programs supports initiatives that
strengthen the nation's criminal justice system. The Edward Byrne MemorialJustice
range of
Assistance Grant (JAG) local standard program has been created to support
activities to prevent and control crime. JAG grant funds provide agencies with the flexibility to
prioritize and place criminal justice funds where they are most needed.
The Collier County Shertfrs Office (CCSO) has applied for and received Byrne JAG grants for
over 20 years. Collier County has been allocated $66,440 for JAG 2013 funding with a grant
application due in the federal Grants Management System by July 9, 2013. The grant
proposal must be made available for review by the governing body. CCSO is providing the
Board with a draft application as part of the June 25, 2013 Board agenda requesting
authorization for submission of the grant application on July 9, 2013.

Juveniles At Risk Comprehensive Action Program (JARCAP)
The Collier County Sheriffs Office (CCSO) seeks JAG funding to continue the implementation
of its successful Juveniles At Risk Comprehensive Action Program known as JARCAP.
JARCAP is a comprehensive, case management program that includes services from a
collaborative network of community partners who have developed a multi - faceted intervention
strategy to help at -risk youth and their families.
The primary goal is to reduce juvenile delinquent risk factors through a comprehensive approach
that includes providing targeted, at -risk youth with early identification, assessment and services
before their problems escalate and increase delinquent behavior. The JARCAP model is
prevention focused and utilizes early intervention, assessment and a strong community service
provider network for the youth and their family. The Delinquency Prevention Specialist (DPS),
a licensed mental health counselor, performs assessments, develops individualized case plans for
services for each youth and family from community partners, and provides family building
blocks. The CCSO JAR Deputy and DPS coordinate with youth, families, schools, service
providers, Truancy Court and others to minimize risk factors for future criminal behavior, ensure
case plan is being implemented, provide follow -up, and documentation.
The community service partners, JAR Deputy, DPS and others involved with JARCAP and the
youth resource center meet monthly to coordinate services for teens and families. This regular
communication has assisted in identifying gaps in services and coordinated outreach to at risk
n youth.
JAG funding is utilized to pay for the majority of the cost for the Delinquency Prevention
Specialist through a contractual agreement. The Sheriffs operating budget will be used to pay
for the remaining cost for the Delinquency Prevention Specialist and for the full -time JAR
Deputy's salary.

EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
PROGRAM - FY 2013 LOCAL SOLICITATION
PROBLEM IDENTIFICATION:
The Collier County Sheriff's Office seeks continued Bureau of Justice Assistance
funding through a Byrne JAG grant to maintain an innovative program to reduce and prevent
juvenile delinquency and youth violence by providing children, families, and neighborhoods
with the resources necessary to foster the development of productive and responsible citizens.
The Florida Department of Juvenile Justice statistics found a correlation between school
history and delinquency. These statistics reflect a continued increase in truancy and delinquency
over previous years. In the 2010 -2011 school year, 88% of juveniles arrested had a history of
out -of- school suspension; 64% of juveniles arrested had a history of in- school suspension; and
53% of juveniles arrested were considered chronic/habitual truants. According to Collier County
data, the population of juveniles age 10 -17 increased each year for the past five years;
misdemeanor marijuana offenses involving juveniles increased 4% over the past 4 years; more
than 31% of the juveniles arrested were girls with a 3% increase in the number of girls arrested
in 2008. During the 2010 -2011 school year, 13 out of every 1,000 students in Collier County
Schools have been arrested for school related offenses — a rate considered on the high end
compared to other counties in Florida. Misdemeanor arrests of juveniles have increased from
810 to 1,263 over the past four years.
In school year 2010 -2011, 128 middle and high school juveniles, and year 2011 -2012,
154 middle and high school juveniles were identified as habitual truants (missing 20% or more
days) and exhibiting multiple at -risk behaviors. This is a decrease from the 2008 -2009 school
year with 214 habitual truants but still a significant problem area. As a result of the continued

high suspension and truancy data, and the increased stress on children and families as a result of
the continuing home foreclosures, job loss, and the economic crisis, the Collier County Sheriffs
Office (CCSO) is even more determined to continue implementation of programs to provide
prevention services far juveniles at risk of commiting crimes.
Effective juvenile delinquency programs require multiple community partners who
coordinate on numerous levels to address a variety of delinquency issues and prevention
alternatives. Prior prevention efforts have often failed to recognize and implement strategies to
deal with multiple at -risk behaviors. The identification of at -risk juveniles and solutions to
tackle their multiple issues are numerous and complex. Prevention is the key to averting juvenile
delinquency. A combination of dedicated staff, willing partners and a comprehensive and
focused plan to address the needs of these juveniles and their families are key to addressing this
complex issue.
Juvenile delinquency prevention requires a multi- faceted approach. Since 1985, CCSO
has been working with various state agencies and NGOs on juvenile delinquency prevention.
Even with a long history of collaborative partnerships, gaps exist within the juvenile delinquency
prevention arena. Collier County faces multiple challenges in reaching an increased level of
prevention and providing adequate services to youth and families in need of prevention and
diversion. This gap can be addressed through continued grant funding and partnerships which
bring local law enforcement and NGOs together under a multi - faceted evidenced -based approach
to provide wraparound services to the juveniles and families in need.
CCSO has implemented a number of successful youth programs over the past 20 years.
Youth Relations Deputies were placed in school settings in the late 1970's to foster a better
working relationship with the schools in recognizing youth with at -risk behaviors. Later the

Sheriffs Office began to implement several programs dealing with delinquency issues. The
Serious Habitual Offender Comprehensive Action Plan (SHOCAP) program was implemented to
supervise serious juvenile habitual offenders. As a result of the success with SHOCAP, CCSO
created a Juvenile Arrest and Monitoring (JAM) program to monitor first time offenders on
probation. A Street Gang Unit was initiated to combat and prevent juvenile criminal street gang
activity. A Juvenile Delinquency /Gang Prevention program was developed as a resource for pre -
arrest juveniles exhibiting at -risk behaviors such as truancy, drug use, and gang involvement.
This program consists of mentoring the at -risk juveniles while providing education for the
juveniles and parents. A diversion program called Civil Citation is also in place as an alternative
to arrest for minor juvenile offenses. All of these successful juvenile programs were begun with
the help of state or federal grant funds.
Additionally, the Sheriffs Office has also been involved with the Collier County Drug
Court. This program closely supervises youth on probation with substance abuse issues. All of
these programs, including Drug Court, SHOCAP, JAM, and Civil Citation, provide services and
include specific accountability measures. Without specific sanctions requiring them to receive
services, some juveniles would not address their issues and their needs would remain unmet.
Even with the above programs in place, a need was identified to provide services to at-
risk, underserved youth and families who had not yet been placed into the juvenile court system.
As a result of this unmet need, CCSO developed the Juveniles At Risk Comprehensive Action
Program (JARCAP). This comprehensive, case management program includes services from a
collaborative network of community based partners who have developed a multi - faceted
intervention strategy designed to service the individualized needs of the targeted at -risk youth
and their families. A comprehensive action plan, with accountability measures, insures that

services are being directed in the right area. This juvenile delinquency prevention initiative
effectively targets an emerging problem and lessens the burden on the criminal justice system
and the courts.
Given the severe constraints on the local economy as a result of high housing foreclosure,
unemployment, and the continuing recession, CCSO needs continued grant funding for the
JARCAP case management program.
PROJECT SUMMARY:
CCSO developed Juvenile At Risk Comprehensive Action Program ( JARCAP) as a wrap
around, case management program that includes services from a collaborative network of
community based partners created to foster a multi - faceted intervention strategy designed to
service the individual needs of the targeted at -risk youth and their families. Youth need to be
reached prior to arrest. Reaching at -risk juveniles and their families is significant and crucial to
redirecting potential criminal tendencies. The CCSO's main goal is to reduce juvenile risk
factors by creating a comprehensive approach that will provide an opportunity for targeted at-
risk juveniles to be identified early, assessed quickly, and receive the services they need before
their problems spiral out of control and increase delinquent behavior.
The on -going economic decline and the housing foreclosure crisis have resulted in
multiple strains, and cuts, in the existing State and local systems. The increasing incidence of
juveniles' at -risk behavior has placed an increased strain on existing social and health services
systems. Families that are not a part of the Florida Department of Children and Families (DCF)
or the Florida Department of Juvenile Justice (DJJ) system have increasing difficulty accessing

public services due to funding cuts and long waiting lists. The lack of community education and
activities for juveniles that promote positive social behavior are also a serious concern.
The JARCAP program is prevention focused and utilizes a model to intervene at an early
stage and provide the youth and family with much needed resources. A Delinquency Prevention
Specialist (DPS) coordinates with CCSO Deputies and community service network providers to
ensure the needs of underserved at -risk juveniles and their families are met. The DPS is a
licensed mental health counselor who provides the following services: works with youth
identified as at -risk by Truancy Court, schools, Deputies, parents, and the public; performs initial
assessments based on risk factors such as truancy, etc.; develops case plans for services that can
be offered by community partners; follows -up to ensure the case plan is being implemented;
documents contacts and share information with collaborative partners; minimizes the risk factors
causing future criminal behavior; offers families building blocks for basic needs; and minimizes
risk factors as a long term solution for youth to become responsible, productive citizens.
A Juveniles At Risk (JAR) Deputy works with the DPS licensed mental health counselor
to: work with youth identified as at -risk by Truancy Court, schools, Deputies, Parents, and the
public; mentor youth and families and provide guidance while educating on possible future
criminal consequences if patterns of behavior are not corrected; provide an educational
component to the program for both parents and youth; follow up to ensure case plans are being
followed; coordinate and make referrals to appropriate community service providers; and
document contacts and share information with collaborative partners.
Based on recent successes with the JARCAP program, CCSO seeks BJA funding to
continue this innovative, prevention focused juvenile delinquency and youth violence reduction
case management program to provide juveniles and families with the resources necessary to

foster the development of productive and responsible citizens. The program and services will
address those youth who are most likely to become chronic juvenile offenders as determined by
an assessment that indicates that the youth have multiple risk factors present in their life
including, but not limited to: significant school troubles, substantial family problems,
drug/alcohol use, and pre- delinquent behavior. One of the goals of this at -risk program is that a
majority of youth served should remain crime -free while in the program and for six months
thereafter.
CCSO will provide access to wraparound /case management services for targeted youth
and families to address multiple risk factors. The Delinquency Prevention Specialist (DPS) (a
licensed mental health counselor) and JAR Deputy are critical to leading the collaborative,
community -based interagency team to reach goals established for the youth and their families.
Some of the prevention services coordinated through the DPS, Deputy, and community service
n
providers include, but not be limited to, mentoring, parenting skills education, individual/family
counseling, random drug screening, drug counseling, gang awareness education, community
work projects, and truancy education awareness. Individualized case plans are formulated and
followed up on to ensure the recommended services are being received.
The Collier County Juveniles At -Risk Comprehensive Action Program (JARCAP)
focuses on youth between the ages of 6 and 16 with each youth expected to participate in the the
program for 30 -90 days. The program will reduce the risk factors present in youth served
through educating the parents and juveniles in reference to the issues that surround the at -risk
behavior, explaining potential consequences, and providing services as outlined in each
individualized case management plan. Furthermore, a follow up phase from 30 -90 days will be
implemented to ensure accountability and to assist with intervention strategies. The program

will focus on staying in school , keeping busy, getting a job ( where applicable), and living
violence free. Substance abuse prevention services and education will be made available through
referrals for substance abuse treatment services. With grant funding, it is estimated that over 100
youth will be served each year through this program.
Some of the JARCAP community partners include the Collier County Public Schools,
Lutheran Services (T.U.R.N.), Substance Abuse Coaltion of Collier County, Juvenile
Assessment Center, David Lawrence Center, Florida Department of Juvenile Justice, State
Attorney's Office, and the Judiciary. Referrals may come from any of the community partners,
parents, churches or others.
The JARCAP program has been developed and implemented with a strong focus on
addressing truantlat risk behavior by ensuring family accountability for their juvenile's behavior.
A key element of the program is the collaborative effort between the DPS and the CCSO JAR
Deputy in the accountability of seeing that any family member's criminal activity that is
detrimental to the child/youth, such as substance abuse, child neglect/abuse, domestic violence,
etc., is addressed. The involvement of the JAR Deputy and the DPS are crucial to ensuring
services are received and participants are held accountable. Reaching these at -risk juveniles and
their families early on is significant to redirecting potential criminal tendencies.
Once the youth and family have agreed to participate in the program, the DPS will
develop a case plan for the specialized needs of the juvenile and his/her family. Based on the
results of an assessment, services such as mental illness, medical services, substance abuse
treatment, and social services will be provided.
The DPS and the JAR Deputy will also be responsible for following up on the case plan
to assure that the youth and their family are participating and receiving services. In the event

that the case plan is not being followed, accountability measures will be put in place - i.e.
referral to Truancy Court, or Children in Need of Services/Families in Needs of Services
(CINS/FINS) petition filed to allow a Judge to review and decide if services need to be mandated
by a court order. At that time, the DIPS and the JAR Deputy, along with a panel of community
partners including the Judge, will work as a team to assure accountability.
The DPS and JAR Deputy utilize the CCSO Youth Tracking System (YTS) to track
juveniles in all CCSO youth related prevention and enforcement programs
The Contractual Services costs related to the implementation of this program will be
$66,440 for the support of one DPS /mental health counselor for a total request of $66,440.

Budget Narrative:
C. Consultants/Contracts - The Collier County Sheriff s Office contracts with Corizon to
provide a wide array of medical related services to the inmates in the local jail. Corizon retains
the Delinquency Prevention Specialist (DPS) who provides a range of services to youth and their
families who participate in the JARCAP program. The DPS coordinates with CCSO Deputies
and community service network providers to ensure the needs of underserved at -risk juveniles
and their families are being met. The DPS, a licensed mental health counselor, is needed to work
with at -risk youth identified by Truancy Court, Collier County Public Schools, parents, Deputies,
and the public. The DPS will perform initial assessments based on risk factors such as truancy;
develop case plans for services that are offered by community partners; monitor to ensure case
plan is being followed; document contacts and share information with collaborative partners;
minimize the risk factors causing future criminal behavior, offer families building blocks for

SUMMARY:
• This budget is complete, detailed, reasonable, allowable, and cost effective in relation to
the proposed activities.
• These project costs are not allocated or included as a cost to any other federally financed
program.
• Grant funds will be used to pay 93.8% of the Delinquency Prevention Specialist's
contracted cost. Local operating funds will be used to pay 6.2% of the Delinquency
Prevention Specialist's contracted cost.
• Federal funds will not be used to supplant local funds.
• All project costs will be expended or obligated during the approved grant period.
• Maximum open and free competition is required in the Agency's procurement process.
