EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) 13 -6116 Shade Structure Replacement to
Sunmaster of Naples, Inc. to supply and install complete shade covers for the soccer and softball
shade structures at North Collier Regional Park.
Objective: To replace damaged shade covers and provide shade and rain protection to the
patrons.
Considerations: Several shade structures have been damaged over time by inclement weather
events at the North Collier Regional Park. The shade structures are required on these fields to
provide shaded areas and keep patrons dry during rainy season.
On May 20, 2013, the Purchasing. Department posted ITB #13 -6116 (Shade Structure
Replacement) for the replacement of shade covers on the soccer and softball shade structures,
and electronically notified one thousand four hundred and two (1,402) email addresses. Thirty
nine (39) addresses downloaded the solicitation and four (4) bids were received. County staff
deemed one bidder non - responsive due to failure to submit the required bid form, neither
electronically nor by mail.
The scope of work included the furnishing of all materials and labor to install complete new shade
covers fora total of fourteen (14) shade structures: four (4) soccer hipped roof style shade covers;
five (5) softball octagon style shade covers and five (5) 100 feet wide softball gabled bleacher style
shade covers.
The four bidders are:

FA Remodeling and Repairs $122, 300 (Non- responsive)
Sunmaster of Naples, Inc. was offered, per the Board's Purchasing Policy, the right to match the
lowest responsive bid provided by Apollo Sun Guard System. The original bid amount
submitted by Sunmaster was $88,835. Sunmaster agreed to match the materials and labor price
of $88,600 as presented by the firm in Sarasota. Staff reviewed the bid responses and
recommends awarding the bid to Sunmaster of Naples, Inc. as the lowest qualified and
responsive bidder meeting the specifications. The tabulation of bids is attached.
Fiscal Impact: Funds in the amount of $100,000 are budgeted in NCRP Repair Shade 80225 in
the Parks and Recreation Capital Fund 306. Source of funding is a transfer from the General
Fund 001 and the MSTD Unincorporated General Fund 111.
Leaal Considerations: This item is approved as to form and legality and requires majority vote

Recommendation: That the Board of County Commissioners awards Bid #13 -6116 to
