EXECUTIVE SUMMARY
Recommendation to authorize reimbursement to the grantor agency, Senior Choices of Southwest
Florida, in the amount of $318 for overpayment in the Home Care for the Elderly Grant Basic
Subsidy stipend to a Collier County Senior's caregiver.
OBJECTIVE: To assure compliance with the grantor agency, Senior Choices of Southwest
Florida, for an unearned caregiver subsidy.
CONSIDERATIONS: Collier County Housing, Human and Veteran Services have been
providing support services to Collier County's frail and elderly citizens for over 30 years through
the Home Care for the Elderly Grant (HCE). This grant program provides a monthly stipend to
the senior's designated caregiver, who is paid directly from the grantor agency, Senior Choices
of Southwest Florida. The monthly stipend check compensates the caregiver for the full time
care they provide their family member in the home. In this case, the monthly stipend is $106.00
and was directly deposited in the caregiver's bank account for three months past the termination
of services date. This occurred because of a manual process step was not taken to cease the
payments once the services cease date determination had been made. To ensure that this error
will not occur again, additional controls have been put in place.
Numerous attempts were made to contact the caregiver via telephone and a certified letter was
mailed to the caregiver's sister who resides out of state. The caregiver could not be contacted by
telephone and the caregiver's sister would not sign for the letter, which was returned.
FISCAL IMPACT: The fiscal impact is $318.00. Budget is available in the amount of $318.00
within the FY 2013 operating budget for Client Assistance within General Fund (001).
LEGAL CONSIDERATIONS: The County Attorney's Office has engaged in an "after the
fact" review of staff s actions. Since the caregiver has already been paid with grant monies,
Collier County is required to reimburse the grantor agency for the monies that were
inappropriately expended in order to stay in compliance with the grant terms. Accordingly, this
item is approved as to form and legality and requires a majority vote for approval. - JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this item.
RECOMMENDATION: Recommendation that the BCC authorizes - reimbursement to the
grantor agency, Senior Choices of Southwest Florida in the amount of $318.00.
