EXECUTIVE SUMMARY
Recommendation to approve substantial amendments to the FY2010 -2011 and FY2012 -2013 Action
Plans to clarify the project scope for Collier County Community Redevelopment Agency -
Immokalee Business Development Center (IBDC), re- allocate unspent project funds for U.S.
Department of Housing and Urban Development (HUD) Community Development Block Grant
(CDBG) and HOME Partnership Investment (HOME) funds and approve any necessary budget
amendments.
OBJECTIVE: Meet HUD requirement by revising the project description in applicable Action Plans and
re- allocate unspent project funds.
CONSIDERATIONS: The Housing, Human and Veteran Services (HHVS) Department is proposing
substantial amendments to the FY2010 -2011 and FY 2012 -2013 Action Plans. The Board of County
Commissioners approved the FY2010 -2011 HUD Annual Action Plan at its April 27, 2010 meeting,
Agenda Item No. 16D15 and the FY2012 -2013 HUD Annual Action Plan at its July 24, 2012 meeting,
Agenda Item No. I IE.
The first proposed amendments change a CRA project scope and project descriptions to remove
references to a "business incubator" and add references to "job creation" in both Action Plans. During the
course of the funding period, and, as the program progressed, the IBDC evolved to provide start up
assistance and training for new businesses, and did not operate a business incubator program (as
specifically defined by CDBG regulations). 113DC project is to provide business assistance for start up
�1, and expansion of existing businesses and training that will create new jobs. Except for the specific
references to a business incubator project, the approved activities and outcomes remained unchanged.
The second proposed amendments allocate $14,419 in CDBG funds for activity delivery costs, also
known as project delivery, from unutilized project funds obligated within the FY2012 -2013 Annual
Action Plan. Project delivery funds will be used to support direct project specific activities. The project
delivery costs are separate from program administration funds and will not count toward the
administrative cap to operate the HUD programs.
The final proposed amendments re- allocate HOME funding previously designated to Collier County
Housing Authority for Tenant Based Rental Assistance (TBRA). The TBRA project, along with TBRA
administration funds was identified in the FYI 2-13 Action Plan. CCHA has notified our office that they
will not be able to move forward with the project. Program funds in the amount of $197,583 for TBRA
Program and $25,000 TBRA administration will be reallocated to another eligible project at a later date.
There was a public comment period held from May 2, 2013 thru June 2, 2013 regarding the proposed
substantial amendments for Collier County's CDBG and HOME funding. There were no public
comments during the comment period.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available
within the Housing Grant Fund (705) FY10- 11CDBG Project (33088.5), FY12 -13 CDBG Project
(33236.2.4). 1
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority

GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
RECOMMENDATION: Approve substantial amendments to the FY2011 -2012 HUD Action Plans
project descriptions for the Collier County Community Redevelopment Agency — Immokalee Business
Development Center Project, to re- allocate unspent FY2012 -2013 funds from CDBG and HOME and
approve any necessary budget amendments.
