EXECUTIVE SUMMARY
Recommendation to recognize FY 2012/2013 Federal Transit Administration Section 5311
additional revenue in the amount of $36,657 requiring a 50% required match in the amount of
.$36,657 and authorize all necessary budget amendments.
OBJECTIVE: To recognize Federal Transit Administration Section 5311 additional revenue in
FY 2012/2013 to offset Collier Area Transit operations of the Immokalee Circulator routes.
CONSIDERATIONS: During the October 9, 2012 BCC meeting, a Joint Participation
Agreement (JPA) with Florida Department of Transportation was executed for a five -year pass -
through FTA Section 5311 Grant, JPA Number AQR01. This award is for the provision of
public transportation in Collier County's non - urbanized areas. Collier County uses these funds
for the Collier Area Transit operation of the Immokalee Circulator Route 8A and Route 8B.
Portions of route 5 are also eligible for these funds. In conjunction with the JPA approval, the
Board accepted funding in the amount of $272,797. These funds require a 50% local match, of
which was provided from Collier Area Transit Operating Fund 426.
On May 10, 2013, the FDOT sent notification of the additional funding for FY 2012/2013 in the
amount of $36,657 bringing the total for FY 2012/2013 to $ 309,454. These additional funds will
be used to supplement local funds to provide existing fixed route service to the rural areas of
Collier County.
FISCAL IMPACT: A budget amendment is required in FY 2013 in the amount of $36,657 to
recognize revenue in Collier Area Transit Grant Fund 424 Project 33235. This grant requires a
50% match or $36,657 which will be budgeted separately in the amount of $36,657 within
Collier Area Transit Grant Match Fund 425 Project 33235. The match appropriation is
supported by a transfer from Collier Area Transit Fund (426) - the operating appropriation unit
for Collier Area Transit supported by Gas Taxes.
LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and
requires majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: Consistent with Objectives 10 and 12 of the
Transportation Element of the Growth Management Plan.
RECOMMENDATION: To authorize all necessary budget amendments to recognize
additional revenue received and the required match from FTA Section 5311 JPA Number
AQR01 in the total award amount of $73,314.00 and approve the attached Notification of
Additional Funding for execution by the Chairwoman.

Your agency has complied with all of the program requirements necessary to qualify as a
recipient of an additional allocation of Federal Transit Administration (FTA) Section 5311,
"Formula Grants for Other than Urbanized Areas Program" funding.: s you may recall, a multi-
year Joint Participation Agreement (JPA) for the FTA Section 5311 "Formula Grants for Other
than Urbanized Areas Program" was executed on November 13, 2012; hence, annual JPAs are no
longer required. However, a Multi-Year JPA Notification of Funding form is needed and is
attached.
The form has a space for a required signature from the agency representative. Once signed, the
