EXECUTIVE SUMMARY
Recommendation to approve a work order under Request For Quotation 08- 5011 -94 in the amount
of $355,500 to Haskins, Inc. for Irrigation Quality Water/Reuse Valve Replacement under North
County Water Reclamation Facility Technical Support Project Number 73968.
OBJECTIVE: Maintain treatment capacity and Irrigation Quality (IQ) water production at the North
County Water Reclamation Facility ( NCWRF).
CONSIDERATIONS: On June 24, 2008, as Agenda Item IOG, the Board of County Commissioners
(Board) adopted the 2008 Wastewater Master Plan Update that identified the requirement for performing
various Technical Support Projects at the NCWRF. The proposed scope of work for replacing the
IQ/Reuse valves is consistent with the 2008 Wastewater Master Plan Update, Project 73968, " NCWRF
Technical Support Project," Section 8, Table 8 -2, page 3 of 5, line 100; and with the 2010 Wastewater
CIP Update, page 2 of 4, line 79, as identified in the 2011 User Fee Rate Study.
This project will replace three 36 -inch valves at the NCWRF, provide vehicle access to a valve /meter
assembly, and provide slope stabilization to storm water facilities at the site. The three valves are used to
isolate the deep injection well pump station and segments of the IQ distribution system from the IQ
strainers and pumps at the NCWRF. The valves allow for flexibility in how the system is operated and
maintained. The existing valves have reached the end of their useful lives, and no longer seal tightly,
which is necessary for line isolation and maintenance of the piping and equipment.
Request for Quotation No. 08- 5011 -94, NCWRF IQ/Reuse Water Valve Replacement, was electronically
�1 distributed on May 24, 2013, to the five vendors under the Fixed -Term Underground Utilities Contract
08 -5011. Of the five vendors, four submitted quotations by the June 7, 2013, deadline. The quotations
received are summarized in the table below:

County staff and the local project design engineer, Hole Montes, determined the low bid to be fair and
reasonable and recommend awarding the contract to Haskins, Inc., as the lowest responsive and qualified
local bidder. The quote tabulation and graph are Attachments 1 and 2; the engineer's letter of
recommendation is Attachment 3. The low bid was $180,500.00 (33.7 percent) below the design
engineer's estimate of $536,000, including allowance. The Purchasing Department concluded that
bidding was competitive, and representative of market conditions. Haskins, Inc., has a satisfactory
performance and warranty record on previous county wastewater utility- related projects.
The bid specifications informed the bidders there may be unforeseen conditions associated with the
project. The total project cost includes an allowance of $50,000.00 for owner - directed work that includes,
but is not limited to, unforeseen conflicts and deterioration of associated piping, electrical,
instrumentation, and structural items. The price for any additional work will be negotiated prior to
commencement in accordance with the county's Purchasing Policy and the terms of the agreement.

FISCAL IMPACT: Funding is available in and is consistent with the FY 13 Capital Budget approved by
the Board on September 20, 2012. The source of funding is the Wastewater User Fee Fund (414). This
project is a direct replacement of assets that have reached the end of their useful lives; operating costs are
unaffected.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio Governing Board of the
Collier County Water -Sewer District, approve a work order under Request for Quotation 08- 5011 -94 in
the amount of $355,500.00 to Haskins, Inc.; and, authorize the Chairwoman to sign the work order after
final review by the County Attorney's Office.
