EXECUTIVE SUMMARY
Recommendation to appoint Jennifer Hecker and Jeremy Frantz (Alternate) to the RESTORE
Evaluation Committee as representatives of The Conservancy of Southwest Florida to replace the
current representative Andrew McElwaine.
OBJECTIVE: To appoint Jennifer Hecker and Jeremy Frantz (Alternate) to the RESTORE
Evaluation Committee as representatives of The Conservancy of Southwest Florida to replace the
current representative Andrew McElwain.
CONSIDERATIONS: On June 11, 2013, agenda item 16A10, the Board of County
Commissioners (BCC) formally appointed external stakeholder representatives to the RESTORE
Committee to include Andrew McElwain representing The Conservancy of Southwest Florida
(Conservancy). Mr. McElwain, however, will resign his position with the Conservancy
effective July 5, 2013. To replace Mr. McElwain on the RESTORE Evaluation Committee, the
Conservancy requests that Jennifer Hecker be named as the Conservancy's representative with
Jeremy Frantz serving as the Alternate (See Attached E- mail). With this change the following
organizations and their representatives serve on the Committee:
1. City of Naples John Sorey III (Mike Bauer, Alternate)
2. City of Marco Island Dr. James Riviere (Bryan Milk, Alternate)
3. Everglades City Sammy Hamilton
4. The Conservancy of Southwest Florida Jennifer Hecker (Jeremy Frantz, Alternate)
5. Rookery Bay National Estuarine Preserve Alberto Chavez
6. Big Cypress Basin Board Lisa Koehler
7. Tourism Development Council Clark Hill
8. Collier County Marine Industries Association Frank Perrucci
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
RECOMMENDATION: Staff recommends that the BCC appoint Jennifer Hecker and Jeremy
Frantz (Alternate) to the RESTORE Evaluation Committee as representatives of The
Conservancy of Southwest Florida to replace the current representative Andrew McElwain.

RESTORE Evaluation Committee
I am writing to formally request that I be recognized as the alternate for Andrew McElwaine for the June
meeting on the RESTORE Evaluation Committee and thereafter, be the appointed representative to the
Committee with my staff member, Jeremy Frantz as my alternate. This is due to Mr. McElwaine is planning to
attend the June meeting and subsequently, will be departing from the Conservancy effective July 5th, 2013 to
pursue a professional opportunity leading a national environmental NGO in Washington DC.
I understand per our conversation earlier today, that you will submit this change in representation for Board
approval at upcoming June 25th BOCC meeting in order to allow me or Jeremy to represent our organization on
the committee at the July meeting. Please let me know if there is anything further needed from us to facilitate
this and we sincerely appreciate your assistance in this matter.

A RESOLUTION MEMORIALZING THE RESIGNATION OF ANDREW
McELWAINE AS A MEMBER OF THE COLLIER COUNTY RESTORE
AD HOC SELECTION ADVISORY COMMITTEE AND APPOINTING
JENNIFER HECKER AS A REGULAR MEMBER AND JEREMY
FRANTZ AS HER ALTERNATE, REPRESENTING THE
CONSERVANCY OF SOUTHWEST FLORIDA.
WHEREAS, on June 11 2013, the Board of County Commissioners formally appointed
external stakeholders to the RESTORE ("Resources and Ecosystems Sustainability, Tourism
Opportunities and Revived Economies of the Gulf States Act of 2012 ") Ad Hoc Selection
Committee (the "Committee "), which included Andrew McElwaine as a member representing
The Conservancy of Southwest Florida (the "Conservancy "); and
WHEREAS, Mr. McElwaine is resigning his position with the Conservancy effective
July 5, 2013, and will no longer be able to serve on the Committee; and
WHEREAS, the Conservancy requests that Jennifer Hecker be named as the
Conservancy's representative with Jeremy Frantz serving as her alternate; and
WHEREAS, the Board of County Commissioners recognizes the importance of filling
the Conservancy's soon to be vacant advisory board member position so that its representative
can assist the Committee in making recommendations in the public interest.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY FLORIDA, THAT:
The resignation of Andrew McElwaine from the RESTORE Ad Hoc Selection
Committee is accepted.
2. Jennifer Hecker is appointed as a member to the RESTORE Ad Hoc Selection
Committee, with Jeremy Frantz serving as her alternate.
PASSED AND DULY ADOPTED by the Board of County Commissioners of Collier
County, Florida, this 25thday of June, 2013.
