EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the total amount of $650,000 to fund
planned water utility projects in the raw water wellfield, at the North County Regional Water
Treatment Plant, and at the distribution repump stations, under Project Numbers 71066, 71067,
and 70085.
OBJECTIVE: Reallocate water project funding within the Water User Fee Fund (412) to align
with critical priorities needed to meet demand and stay in compliance.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County
Commissioners (Board) adopted the 2008 Water Master Plan Update that identified the
requirement for improving the wellfield, water treatment plant, and distribution repump station
systems. The proposed scopes of work for Project 71066, "NCRWTP -TSP" and Project 71067,
"Distribution Repump Station TSP" are consistent with the 2010 Water CIP Update, lines 69 and
54 as identified in the 2011 User Fee Rate Study. Project 70085, "Well/Raw Water Booster
Pump Station TSP" was created later for tracking and accounting purposes.
Funding will be used for planned projects including, but not limited to, replacement of
transformers, electrical components, cooling units for variable frequency drives, flow meters,
and piping in the wellfield; repair structural piping and walkway supports at the North County
Regional Water Treatment Plant; and rehabilitation and structural repair at all distribution
repump stations. No encumbrance will result directly from the approval of this item. All future
approvals and procurements with these funds will be made in accordance with the County's
Purchasing Policy.
FISCAL U4PACT: Funding is available in, and is consistent with, the FY13 Capital Budget
approved by the Board on September 20, 2012. A budget amendment is needed to transfer funds
in the amount of $650,000 from Project Number 70087, Vanderbilt Drive Watermain
Rehabilitation, to the following projects: $300,000 to Project Number 70085, Wellfield/Raw
Water Booster Pump Station Technical Support; $100,000 to Project Number 71066, North
County Regional Water Treatment Plant Technical Support; and $250,000 to Project Number
71067, Distribution Repump Station Technical Support. The source of funding is the Water User
Fee Fund (412).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing
Board of the Collier County Water -Sewer District, authorize the necessary Budget Amendment.
