into negotiations between Collier County and Kisinger Campo & Associates, Corp., for "Design &
Related Services for the Vanderbilt Drive Bridge Replacements" (#030177 & #030178) Project No.
66066.
OBJECTIVE: To obtain professional design and related services for the replacement of the Vanderbilt
Drive (CR 301) Bridges #030177 & #030178.

CONSIDERATIONS: Collier County is in the process of prioritizing 100+ bridges for replacement or
repair by implementing recommendations from the 2012 Collier County Bridge Program Study Report.
The study identified the two Vanderbilt Bridges for replacement. Vanderbilt Drive is a north -south major
collector roadway that runs parallel to the west of US41 between Bonita Beach Road and Vanderbilt
Beach Road and is designated by Collier County as a hurricane evacuation route. It provides access to
numerous residential communities and various recreational facilities. Both bridges were built in 1964 and
rated by FDOT with low sufficiency ratings with one bridge being functionally obsolete.
The Transportation Engineering Department requested proposals from qualified firms to provide
professional design and related services for the replacement of the two Vanderbilt Drive Bridges #030177
& #030178. These services include, but are not limited to, design engineering, permitting and permitting
services, specification submittal, project management, bidding support services and post design services.
On March 28, 2013, RFP #13 -6085 was posted as a two -step solicitation process and 1,087 notices were
sent out A non - mandatory pre - proposal meeting was held on April 8, 2013. The first step was to receive
letters of interest and have a committee short-list to a maximum of three (3) qualified firms. Firms
included in the top three (3) were to submit a full -blown technical proposal for evaluation and the
selection committee would make a final ranking of the best overall proposal.
Five (5) letters of interest were received by the due date of April 17, 2013. On April 29, 2013, a selection
committee short- listed the three (3) top ranked firms for evaluation of their technical proposal. On May
30, 2013, the selection committee by consensus ranked the three firms as follows:
1) Kisinger Campo & Associates, Corp.
2) Cardno TBE
3) Atkins North America, Inc.
FISCAL IMPACT: There is no fiscal impact related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impacts associated with this
item.
RECOMMENDATION: Approve the short-list of RFP #13 -6085 so that negotiations can begin with
the top- ranked firm. Following negotiations, this item will be brought back to the Board to seek approval
of a contract with the selected design consultant.
