EXECUTIVE SUMMARY
Appointment of members to the Contractor's Licensing Board.
OBJECTIVE: To reappoint two members to the Contractor's Licensing Board to terms
expiring on June 30, 2016.
CONSIDERATIONS: The Contractors Licensing Board has two vacancies representing the
category of Consumer and one vacancy representing the category of Specialty Contractor. This
nine member board determines the qualifications of applicants for the various categori es of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be disciplined. A
minimum three members shall be in the category of Consumer. The consumer representatives
may be any resident of the local jurisdiction that is not, and has never been, a member or
practitioner of any profession regulated by the Contractors' Licensing Board or any profession
closely related to any such profession regulated by the Contractors' Licensing Board. Members
are required to file a Form 1 Statement of Financial Interests each year with the Supervisor of
Elections. Terms are three years. A list of the current membership is included in the backup.
The terms of Michael Boyd (Specialty Contractor), Ronald Doino, Jr. (Consumer) and Jon
Walker expire on June 30, 2013. The vacancies were advertised and resumes were received from
the following interested citizens:

ATTENDANCE: Mr. Boyd's attendance has been 80 percent over the past two years. Mr.
Doino has not missed a meeting.
COMMITTEE RECOMMENDATION: Quasi- Judicial- no recommendation.

RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for reappointment, 'reappoints two members, and directs the County Attorney to
prepare a resolution confirming the reappointments.

This 9 member board was created by Ord. No. 78 -2, 85 -42, 90 -105, 92 -61 to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. Fl Stat, Sec 489.131, sub 10 states that 3 members must be consumer
representatives. The consumer representatives may be any resident of the local jurisdiction that
is not, and has never been, a member or practitioner of a profession regulated by the board or a
member of any closely related profession. Members of the CLB who are not consumer
representative members should be either a licensed architect, a licensed general contractor, a
licensed engineer, a licensed electrical contractor, a licensed plumbing contractor, a licensed
mechanical contractor, a licensed roofing contractor, a licensed residential, or a licensed building
contractor. These categories are merely directory and failure to have a member of each of the
trades is not grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi
Judicial Board. Amended by Ordinance No. 94 -34, 95 -11, 97 -68, 99 -45, 2002 -2, 2006 -46.
