WHEREAS, D/oue Flagg began her career with Collier Canty Sovernment in 1981 as o Paramedic in the EMS Department: and, WHEREAS, her mles with the county increased in ragwonsibi /ity over the years as she progwessed to Director of EMS, Chief of EMS: and, WHEREAS, while she was the Emayency Services Director, Diane was key in saving the County several mil /ion dollars though the successful resolution of the Fair Labor Standards Act issue, an National issue that had cost other Cities and Counties mil /ions of dollars. and, WHEREAS, a landscape master plan was implemented and more than 100 miles of roadway medians were landscaped while she was the Dovetor of Alternative Transportation Modes Department, and WHEREAS, the fledging Collier Area Transit bus system exceeded the one mil /ion passenger boarding 's benchmark, and WHEREAS, her career culminated with her dynamic tramsformmt/on of the Code Enforcement Department, where as Director, she developed a Blight Prevention Progmm that lead Co /liar County tlr oWh the worst economic crisis the County had ever faced, and, WHEREAS, the Blight Prevention Program was developed to create strategies to address the more than 26,000 pre- foreclosures filed using a Three Pronged Action Plan that created effective coordination and successful outcomes between gov 4mwt and private agencies, community members, banks and lenders and the legal system, and 111� :REAS, since November 2008, banks and lenders have spent $3.2 mil /ion dollars, an avemge of $14, 0100 per week, to maintain foreclosed properties: and WHEREAS, Diane has received numerous awards t/rvughout her career including EMS Administrator of the Year, Florida EMS System of the Year, United States EMS System of the Year, EMS Hall of Fame Inductee, Award of Excellence for Bus Exteriors and System Promotion, Award of Excellence for Landscape Maintenamce and Award of Excel /ewe for Landscape Design and Construction, and a Nato al Achievement Award for the Blight Prevention Program, and, WHEREAS, Diane Flagg has made an indelible mark on the community of Collar County through her efforts and the Board of County Commissioners and the entire county staff wish her luck in her retirement.
