EXECUTIVE SUMMARY Recommendation to approve a budget amendment in the amount of $91,188 for continuation of services and accept grant funds for Year 2 for the Retired Senior Volunteer Program (RVSP) from the Corporation for National and Community Service. (Fiscal Impact $91,118) OBJECTIVE: To continue the award winning county wide volunteer program and allow the county to continue to sponsor the program that adds man hours and resources back into the community. CONSIDERATIONS: Sponsored since 1990 by Collier County, RSVP places seniors in over 50 non - profit organizations and County Agencies for community service. The purpose of the RSVP grant program is to develop a coordinated, county agency -wide volunteer program. RSVP matches volunteers with agencies requesting senior volunteers to help serve the needs of the community. Housing, Human and Veteran Services (HHVS) will continue to administer this project. In 2012, almost 450 RSVP volunteers contributed 33,672 hours of service to County residents, a computed benefit to the County at large in excess of $639,768. Accepting the grant award will provide funding to allow this award - winning program to continue its service to Collier residents, many of whom are the most vulnerable members of our community. RSVP is a three year grant program with a period of 7/1/2012 to 6/30/2015 and a total grant award of $165,066. The second year grant period is 7/1/2013 to 6/30/2014. The award amount for the second year is $56,022, this award reflects a $1,500 increase over year 1 and year 3 for technical assistance and training augmentation activities. The total project cost for Year 2 is $91,188. This includes an increased match from the prior year to cover the match due to increased costs. The increased costs results from the inclusion of a professional grant coordinator to the program. A professional grant coordinator will provide an additional level of assurance that compliance with grantor and single audit requirements are met, and will also represent an additional level of professionalism in carrying out and expanding on the grantor requirements. The total project cost prior to the increased costs was $80,031, necessitating a match of $24,009 (30 %). To support the full cost of the program the match will be $35,166 (38.6°/x) which will be met through a combination of cash match in the amount of $22,045 and in -kind services in the amount of $13,121. The cash match is being met from available reserves and carry forward as outlined in the fiscal impact section. These in -kind services are to be provided by the County in the form of liability insurance and the use of the County Parks' rooms. The grant coordinator will continue to work toward increasing in -kind contributions to promote expansion of the program and volunteer recognition activities through community donations. The notice of the award is pending but email notification that this grant will be awarded to Collier County has been received from the grantor agency, the Corporation for National and Packet Page -1465- 6/11/2013 16. D.11. Community Service. In order to avoid a disruption of services for this program and to ensure that funds are available at the beginning of this grant period, it is requested that budget amendments are approved and processed for this grant. The actual award document will be brought back to the Board of County Commissioners for approval and formal acceptance if different. If at that time, the award amount changes, which is unanticipated, a budget amendment adjustment will be requested to match the actual award. The budget amendment is required due to timing differences between the grantors providing award notice and the time it take to process a budget amendment to appropriate new grant revenues. Without budget in place by July 1 st, which is the beginning period of availability of the recurring grant award, the RSVP and staff will need to cease operations as no appropriated budget will be available to process operational expenses, including payroll FISCAL IMPACT: The total project cost for FY 13 -14 RSVP is expected to be $91,188, where $56,022 is grant funded; $13,121 in- kind donation and $22,045 from grant reserves and interest within Miscellaneous Grant Fund 116 and Senior Services Fund 123 to meet the remaining program expense and fulfill cash match. Budget amendments are necessary to recognize grant revenue and the cash match within the Human Services Grants Management System Funds (707/708) for Project 33269. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. CNCS has now completed all of the internal processes that are necessary prior to issuing guidance to you. The final Fiscal Year 2013 budget for the RSVP program resulted in a reduction of 5.23 percent at the national level. In recognition of the 20% reduction to RSVP grants in FY 2011, Senior Corps used multiple cost containment strategies in order to offset the FY 2013 reduction to RSVP grantees. As a result, for FY 2013 both newly awarded RSVP grants and continuation grants will receive the full FY 2012 funding amount as well as an additional one- time augmentation of $1,500. The purpose of this $1,500 augmentation is to support the capacity of RSVP grantees to participate in training and technical assistance (T /TA) opportunities. For example, you can use the additional one -time $1,500 in funds for conference registration fees, travel to and from T /TA events, and /or a new computer, software, or other investments to help you participate more fully in online training, such as the Senior Corps 2013 Virtual Conference. The CNCS Florida State Office strongly encourages all Senior Corps Program Directors to budget $700 in Long Distance Travel from the one -time augmentation in order to attend an upcoming training forum to be held November 13 -15, 2013 at located at South Florida State College, sponsor of RSVP of Highlands County, in Avon Park, FL. If additional funds are available, additional project staff (not allowable for Advisory Council members) may attend with prior CNCS approval. During the next Florida Association for Volunteer Resource Management training forum we will hold breakout sessions for Senior Corps Program Directors to provide face -to -face opportunities to discuss new ways to engage volunteers, programmatic and fiscal management, as well as, share best practices to ensure that volunteers have impactful experiences. This letter assumes that you will accept the one -time T /TA funds and provides you with guidance on how to revise your current grant application and re- submit it so that CNCS can proceed with the federal funds award process for your Fiscal Year 2013 grant.
