EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) 13 -6092 Parks and Recreation Department
Softball Officials.
OBJECTIVE: To provide Softball Officials for adult softball programs at Parks and Recreation
Department.
CONSIDERATIONS: The Parks and Recreation Department provides adult softball programs
for the community. As part of the program; it is the Department's responsibility to provide
umpires to officiate the games. The Department has a contract in place which is due to expire in
September 2013; consequently, a new solicitation was advertised and the contract with Collier
Recreation Baseball /Softball Umpires Association, Inc. would become effective on October 1,
2013.
The Purchasing staff issued ITB 13 -6092 Parks and Recreation Department Softball Officials on
April 11, 2013 and sent out 145 email notices. Vendors downloaded 13 solicitation packages,
and the county received one (1) bid. The bid received was from Collier Recreation
Baseball /Softball Umpires Association, Inc.
Parks and Recreation staff reviewed the bid and recommends award to Collier Recreation
Baseball /Softball Umpire Association as the responsive bidder. The $25 cost per game will
remain the same as the current contract for the next year; and will increase to $26 per game in
the second and third year. A purchase order containing the County's standard terms and
conditions will be the method of procurement. This method is consistent with the County's
Purchasing Policy.
FISCAL IMPACT: The Parks and Recreation Department spends approximately $75,000 annually for
these services. The source of funding is the Parks and Recreation Athletic programs General Fund
(001).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval.- JAB
GROWTH MANAGEMENT IMPACT: There is no impact on the County's Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners award Invitation to Bid 13-
6092 Parks and Recreation Department Softball Officials for adult softball programs to Collier
Recreation Baseball /Softball Umpires Association, Inc.
