EXECUTIVE SUMMARY Recommendation to approve a work order in the amount of $708,934.50 to Quality Enterprises under Request for Quotation 08- 5011 -89 to complete the interconnect of the Livingston Road Supplemental Wells to the Collier County Irrigation Quality water system; IQ Water Source Integration Project Number 74405 and authorize the necessary budget amendment. OBJECTIVE: The public purpose of this project is to provide a reliable supply of irrigation quality water in the North and South service areas of the County. CONSIDERATIONS: On June 24, 2008, as Agenda Item IOG, the Board of County Commissioners (Board) adopted the 2008 Wastewater Master Plan Update that identified the requirement for irrigation with irrigation quality (IQ) water as the primary means of effluent disposal with a action item to pursue means of long -term storage of IQ water and provision of supplemental supply sources to improve IQ water reliability. The proposed scope of work for the IQ water source integration project is consistent with the 2008 Wastewater Master Plan Update, Project 74405, "Irrigation Quality Water Source Integration," Section 8, Table 8 -2, page 5 of 5, line 160; and with the 2010 Wastewater CIP Update, page 2 of 4, line 97, as identified in the 2011 User Fee Rate Study. There are seven supplemental raw water wells located along Livingston Road. This project completes the interconnect of the existing raw water transmission line associated with the Livingston Road Supplemental Wells to the Collier County Irrigation Quality (IQ) water transmission system. Connecting the raw water line directly to the IQ storage ponds at the North County Water Reclamation Facility (NCWRF) will provide the following: (1) additional flow to the present IQ water system and (2) the ability to distribute supplemental water throughout the entire IQ water system. The raw water will combine with the reclaimed water at (NCWRF) where six high service pumps will distribute IQ water to the service area. This interconnect arrangement will also serve for conveyance and deep injection disposal of recovered aquifer storage and recovery (ASR) water that may not meet regulatory standards. The Purchasing Department electronically distributed Request for Quotation 08- 5011 -89, IQ Water Source Integration Phase 2A, on April 24, 2013, to the five vendors under the Fixed -Term Underground Utilities Contract No. 08 -5011. Four of those contractors submitted quotations by the May 10, 2013, deadline. The quotations are summarized in the table below. Staff reviewed the quotations and determined Quality Enterprises to be the lowest qualified and responsive bidder at approximately 27 percent above the engineer's cost estimate. Contributing factors to the higher quote price include the cost of the electrical service, which was not included in the cost estimate, and higher than expected contractor installation costs. The quote tabulation and graph are Attachments 1 and 2, respectively. The Purchasing Department concluded that bidding was competitive and representative of market conditions. The project Packet Page -1296- 6/11/2013 16.C.3. design professional, Hole Montes, also recommends award of this work order to Quality Enterprises per the attached letter dated May 14, 2013 (Attachment 3). Quality Enterprises has a satisfactory performance and warranty record on other similar utility- related construction projects with Collier County. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The project includes allowances totaling $65,700 for owner - directed work due to unforeseen conflicts with underground piping and structures ($50,700), and for a new electrical service ($15,000). Subject to the Purchasing Policy, staff will negotiate price prior to the start of any additional work. FISCAL IMPACT: Funding is available in, and is consistent with, the FY13 Capital Budget approved by the Board on September 20, 2012. The source of funding is the Wastewater User Fee Fund (414). A Budget amendment is required from Project 73950, Fund (414), in the amount of $708,934.50. Using today's dollars, the total capital cost to implement this project is $708,934.50 and has a life expectancy of 20 years, generating an approximate annual cost of $35,446.72. The project is expected to be completed by June 2014. There will be an increase in annual operation and maintenance cost for the additional force main, electrical service and electrical equipment as shown in the table below. LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires majority vote for Board approval. —SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing Board of the Collier County Water -Sewer District approve: a work order under Request For Quotation 08 -5011- 89, IQ Water Source Integration Phase 2A, in the amount of $708,934.50, and authorize the Chairwoman to sign and execute the attached work order after final review and approval by the County Attorney's Office; and, the necessary Budget Amendments to transfer funds in the amount of $708,934.50 from Project Number 73950, NCWRF Expansion to 30.6 MGD, to Project Number 74405, IQ Water Source Integration.
