Aquifer Storage and Recovery Project No. 74030.
OBJECTIVE: Provide funding for the Irrigation Quality (IQ) Water Aquifer Storage and
Recovery (ASR) program needed to continue meeting demand and staying in compliance.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County
Commissioners (Board) adopted the 2008 Wastewater Master Plan Update that identified the
requirement for an IQ water aquifer storage and recovery system. The proposed scope of work is
consistent with the 2008 Wastewater Master Plan Update, Project 74030, "IQ Water ASR,"
Section 8, Table 8 -1, page 7 of 7, line 148; and with the 2010 Potable Water CIP Update, page 3
of 4, line 93, as identified in the 2011 User Fee Rate Study.
On September 11, 2012, as agenda item I lF, the Board approved the construction of ASR Well
No. 1 as the pilot test of a five well ASR system. Pending the successful testing of ASR Well
No. 1, staff plans to complete the design of Well No. 2, and move to construction. The requested
funds will be used for cycle testing of the existing ASR Well No.l, and for design and
construction services of ASR Well No. 2. All procurements using these funds will be made in
accordance with the county's Purchasing Policy.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY13 Capital Budget
approved by the Board on September 20, 2012. The source of funding is the Wastewater User
Fee Fund (414). A budget amendment is required from Project 73950, Fund (414), in the
amount of $535,994.00.
LEGAL CONSIDERATIONS: This item has been reviewed as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio Governing Board
of the Collier County Water -Sewer District, approve a budget amendment in the amount of
$535,994.00 for design and construction services for Aquifer Storage and Recovery Well No. 2
of the Irrigation Quality Water Aquifer Storage and Recovery Project No. 74030.
