EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact amendment between Collier County Board of
County Commissioners and Area Agency on Aging of Southwest Florida d/b/a Senior Choices of
Southwest Florida (Senior Choices) and approve budget amendments to reflect a decrease of
$65,520 in the Older Americans Act programs,and $7,280 in the matching funds.
OBJECTIVE: To provide meals and other support services to qualified Collier County Seniors.
CONSIDERATIONS: Collier County Services for Seniors has provided support services to
Collier County's qualified senior citizens for over 30 years through Older Americans Act
programs (OAA). Funding is provided through the Florida Department of Elder Affairs, and
administered by Senior Choices. The contract period for OAA programs is January 1, 2013
through December 31, 2013. The original award and budget amendments were approved by the
BCC on January 22, 2013, Item 16.D.5. An amendment to decrease OAA funding has been
received as a result of sequestration at the federal level. Therefore, sequestration enacted budget
cuts to a variety of federal program and this resulted in a net impact to the Collier county OAA
funding. Staff is currently having discussions on how the decrease in funds will impact services
for seniors in our community. Should the outcome of the analysis require any further board
action it will be brought back to the board for future consideration. This decrease and the
resulting 10%Matching Fund Requirement decrease are summarized in the table below.

*The original contract budget included the $296,567 that was retained and is directly administered by
Senior Choices.
**Sequester related reduction amount divided by .9 and multiply that amount by 10% according to
Federal and State calculation requirements.
FISCAL IMPACT: FY 12-13 budget amendments are required in the amount of ($65,520)
within Human Services Grant Fund 707, Project Numbers 33247, 33248, and 33249. Matching
Funds will decrease accordingly in the amount of (7,280) within Human Services Grant Fund
708.
GROWTH MANAGEMENT: There is no growth management impact from this
recommendation.

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval. -JAB.
RECOMMENDATIONS: That the Board of County Commissioners approve the Senior

THIS AMENDMENT is entered into between the Area Agency on Aging for Southwest Florida,Inc. dba Senior Choices
of Southwest Florida("Agency")and Collier County Board of County Commissioners, ("Recipient"), amends agreement
OAA 203.13.
The purpose of this amendment is to decrease the contract amount by$65,520.00 and decrease the level of services
accordingly.This amendment changes total contract funding from$706,053.00 to$640,533.00; and revise
ATTACHMENT III EXHIBIT—I and ATTACHMENT VII,Budget Summary.
This amendment shall be effective on April 11, 2013. All provisions in the agreement and any attachments thereto in
conflict with this amendment shall be and are hereby changed to conform with this amendment.
All provisions not in conflict with this amendment are still in effect and are to be performed at the level specified in the
agreement.
This amendment and all of its attachments are hereby made a part of this agreement.
