EXECUTIVE SUMMARY
Recommendation to agree to accept donations from the Community Foundation of Collier County
for the Artificial Reef program and to place these donations into a restricted fund and to consider
naming County reefs in accordance with suggestions to be made by the Foundation.
OBJECTIVE: To provide additional funds for the County's Artificial Reef Program (ARP)
through donations from the Community Foundation of Collier County (CFCC).
CONSIDERATIONS: At the September 11, 2012 Board of County Commissioners (BCC)
meeting, the BCC approved the submittal of a grant application to the Gulf Tourism and Seafood
Promotional Fund to expand and improve Collier County's artificial reef program. Subsequently
on April 9, 2013, the BCC approved the grant award and authorized the Chairwoman to execute
the Promotional Fund Grant Agreement in the amount of$500,000.
The CFCC has established an Artificial Reef Fund and is accepting private donations on behalf
of the ARP intended to aid the County, including the cities of Marco Island and Naples, to fund
construction of world-class reefs in addition to utilizing the Promotional Fund Grant Agreement
award. Individuals donating $55,000 or more to the CFCC for this fund will be provided an
opportunity to "name" an artificial reef. Reefs within the boundaries of the County will be
named subject to BCC approval. Individuals and private organizations may also make donations
to the CFCC, in varying amounts, in support of the project as well.
If and when funds from CFCC are donated to the County for this program, the BCC must first
agree to accept donations from the CFCC for the ARP and have these donations placed into a
restricted project fund.
FISCAL IMPACT: None at this time. Upon approval of this action, a restricted project fund
will be established to facilitate the County's utilization of these donations. Upon receipt of
donations for the ARP, a budget amendment will be necessary to recognize the funds and place
the donation into the restricted project fund.
GROWTH MANAGEMENT IMPACT: This grant is supportive of Coastal and Conservation
Element Objective 7.4 which states that the County shall continue to improve marine fisheries
productivity by building additional artificial reefs.
LEGAL CONSIDERATIONS: This item has been reviewed by the Count Attorney, is legally
sufficient, and requires majority vote for approval. If approved, the County Attorney will work
with Staff and the Clerk's Office to structure the appropriate guidelines and mechanics for this
fund. -JAK
RECOMMENDATION: Staff recommends the BCC agree to accept donations from the
Community Foundation of Collier County for the Artificial Reef Program, have these donations
placed into a restricted project fund and consider naming the reefs in accordance with

suggestions to be provided by the CFCC for donors who contribute at least $55,000 to the
program.
