EXECUTIVE SUMMARY
Recommendation to approve the sole source purchase of 14 replacement ambulance cots
from Ferno in the amount of $67,274 plus shipping and approve a budget amendment.
OBJECTIVE: To provide replacement ambulance cots at the recommendation of the repair and
maintenance vendor.
CONSIDERATIONS: After a recent inspection of Collier County Emergency Medical
Services' (EMS) ambulance cots, ERSLA, Inc., the repair and maintenance vendor for the
ambulance cots, recommended that 14 existing cots be replaced due to age and wear and tear.
EMS currently utilizes H -frame ambulance cots for transporting patients. The ambulances are
equipped for these type cots. Ferno is the only manufacturer of H -frame cots.
In the emergency response field it is important to be able to interchange equipment on
emergency scenes and on short notice. Insuring stretchers can be placed into alternate
ambulances on a mass casualty scene such as a bus crash can expedite patient transport and
provide better opportunity for their positive outcome. This feature also assists in the event of an
equipment failure such as an ambulance motor vehicle accident allowing rapid exchange of the
patient minimizing potential County exposure for delays in care. Maintaining the H -frame
design not only allows EMS to maintain this interchangeability it simplifies Fleet efforts to
service multiple configurations and precludes extensive training costs for personnel both within
our agency and in all County first responder allied agencies with a different frame type.
CERTIFICATION BY THE PURCHASING DIRECTOR: By approval of this Executive
Summary, the Purchasing Director certifies that:
1. It is in the best financial interest of the County to maintain the Board approved cots; and
2. This product is the only compatible product to meet the needs of the EMS Department
in every Ambulance within the Collier County System.
FISCAL IMPACT: Funds for these purchases are available in EMS Fund 490.
GROWTH IMPACT: There is no Growth Management Impact resulting from this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action. — CMG
RECOMMENDATIONS: That the Board of County Commissioners:
1. Approves the purchase of 14 Ferno Ambulance Cots;
2. Waives formal competition and approve Ferno as the sole source manufacturer; and,
3. Approves a budget amendment to transfer funds from the EMS operating budget to the
EMS capital budget for FYI 3.

Completed waiver requests must be submitted to the department's procurement professional for any amount above
$3,000.
Purchases above $3000 require three quotes or formal competition. The department must provide justification to
Purchase to request consideration to waive the competitive purchasing process and purchase from a
single vendor. Waivers of greater than $50,000 will require approval by the Board of County
Commissioners. To qualify for a waiver: select a waiver category, provide an explanation of the research

EMS currently utilizes H -Frame stretchers. Ferno is the only company that manufactures
H -Frame ambulance cots.

It is a felony to knowingly circumvent a competitive process for commodities or services by
fraudulently specifying sole source. Florida Statute 838.22(2).
