EXECUTIVE SUMMARY Recommendation to increase the collective annual limit for multiple contracts resulting from RFP No. 12 -5892, "Fixed Term Landscape Architectural Services." OBJECTIVE: The Fixed Term Landscape Architectural Services contract, RFP No. 12 -5892 provides professional Landscape Architectural services to various County Departments including: site master planning, selection and design of annual planting areas, design, maintenance and refurbishment of existing landscape and irrigation for Municipal Service Taxing Unit and Municipal Service Taxing District projects. CONSIDERATIONS: On September 11, 2012 (Agenda Item 16A16) staff showed that the previous Fixed Term Landscape Architectural Services Contract, RFP 408 -5060 expended $1,001,988 in work orders over a four year period; but within the past two years work orders decreased to $250,114.65 or approximately $125,057.32 each year. As a result, staff recommended, and the Board of County Commissioners (Board) approved a collective annual limit for all firms of $200,000 since RFP No. 12 -5892 is utilized by various County divisions. Within six months of the Board's approval, however, the collective total expended by all the firms exceeded the $200,000 annual approved amount. Staff did not anticipate the future FDOT roadway projects, grant requirements, and roadway modifications which require professional landscape architectural services. Staff is recommending that the annual limit be increased to meet the current demands of the County. In FY2013, the annual Municipal Service Taxing Units/Districts (MSTU/D) landscape architectural services expenditures for Municipal Service Taxing Units/Districts (MSTU/D) are approximately $153,500. For the current four year Landscape Architectural contract, the total MSTU/D expenditure is estimated to be $612,000. Additional landscape architectural services will be needed to accommodate non -MSTU projects and unanticipated projects countywide. Staff is recommending increasing the collective annual limit to $500,000 annually to accommodate reoccurring MSTU expenditures and future countywide projects. FISCAL IMPACT: The funding for each work order that is assigned under the approved contracts will come from each user department. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a simple majority vote —SRT. GROWTH MANAGEMENT IMPACT: While these contracts have no direct growth management impact, they are consistent with the County's long -term growth plans. RECOMMENDATION: That the Board increase the collective annual limit of RFP No. 12- 5892, "Fixed Term Landscape Architectural Services" for: McGee & Associates, Inc.; Richard Tindell d/b /a Greenwork Studio; Johnson Engineering, Inc., Goetz & Stropes Landscape Architects, Inc. and Windham Studio, Inc to $500,000.
