EXECUTIVE SUMMARY
Recommendation to authorize improvements sought by the Naples Zoo to refurbish the Coyote
Cage and for the addition of the South African Lion Addition in accordance with the current lease
agreement between the Board of County Commissioners and the Zoo.
OBJECTIVE: To authorize improvements proposed for the Naples Zoo.
CONSIDERATIONS: In accordance with the lease agreement between the Board of County
Commissioners and Naples Zoo, Article 9a Modifications, Additions, Alterations, and Improvements
stipulate:
"Prior to making any significant modifications, additions, alterations, improvements, or replacements to
or on the Demised Premises or to any existing improvements thereon (significant is defined as projects
costing in excess of $25,000 in the aggregate, during any 365- day time frame, to complete; such amount
being subject to adjustment based on changes in the Consumer Price Index), LESSEE must provide to
LESSOR all proposals and plans for alterations, improvements, modifications, additions and /or
replacements to the Demised Premises for LESSOR's written approval, specifying in writing and in
meaningful detail, the nature and extent of the desired alteration, improvement, modification, addition, or
replacement, along with the contemplated starting and completion time for each project. LESSOR or its
designee will then have sixty (60) days after receipt of such proposals or plans within which to approve or
deny the respective project in writing. LESSOR shall not unreasonably withhold its consent to required
or appropriate alterations, improvements, modifications, additions, or replacements proposed by
LESSEE."
On April 1, 2013, Ms. Elinor V. Krier, Interim President/CEO of the Naples Zoo, corresponded with Mr.
Steve Carrell, Interim Public Services Administrator requesting consideration of the Coyote Cage
Refurbishment and the South African Lion Addition. Attachments related to this correspondence are
found in Exhibit A. According to the Zoo's director, these changes are necessary to enhance the safety
and care provided to the lions and coyotes currently housed at the zoo. In the case of the coyotes, the
proposed changes to their exhibit area will also increase their visibility to zoo patrons.
These requests are consistent with the terms of the lease agreement between the Board of County
Commissioners and the Naples Zoo.
FISCAL IMPACT: The proposed improvements will be paid by the Naples Zoo.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth impact associated with this item.
RECOMMENDATION: That the Board of County Commissioners authorizes improvements associated
with the Coyote Cage Refurbishment and South African Lion Addition.

Need: Coyote habitat has been reduced to sand and the decorative pool is non - functional with
this playful species. A dig barrier will allow the coyotes to be on public display longer as well as
have access to the habitat overnight. Currently they must be in the den during non -Zoo hours.
Recommendation: This exhibit requires a mesh dig barrier so the coyotes can stay out at night
as well as in the day. As these animals enjoy water and actively play in it, the existing decorative
pool is insufficient. A larger shallow pool similar in style to the honey badger pool will provide
the behavioral and comfort benefits for the coyotes. A non -sand surface surrounding the pool can
be devised to prevent excess sand build up in the water. The existing climbing platforms are well
used by the coyotes and additional elements using large tree stumps can be added for behavioral
enrichment. Finally, additional protected planting is needed inside and a thick vegetation barrier
is needed along the northern edge to enhance the natural look and block the view of off - exhibit
areas, namely the office trailers and future maintenance area. Staff can do enhancements
internally.

Proposed South African Lion Addition
Need: The South African lioness is now out of quarantine. Once introduced to the male, she could give
birth as soon as 95 days after successful reproduction An off - exhibit holding area is required to
provide mother and cubs privacy immediately following birth. Once the cubs are on exhibit with the
mother, the male may also need to remain separated for a time in this space. At this time, a fence only
holding area is needed to separate mother and cubs from the father as needed.
Recommendation: Build the off - exhibit holding area to prepare for the potential birth of lion cubs in
such a way as to allow safe and separated rotation of animals. The lions can be held in the dens for the
time needed when the holding area is connected to the existing exhibit. Basic design of yard and
connections between habitats has been designed by staff.

Over the next year the Zoo will be engaged in many small construction projects in preparation
for the Entry Plaza and Kiwa Ranch, as well as ongoing projects required for appropriate animal
husbandry.
Pursuant to the lease with Collier County executed on December 5, 2005 and amended on
November 10, 2009 and June 8, 2010. Article 9: Modifications, Additions, Alterations and
Improvements, Section a, states in part:
"Prior to making any significant modifications, additions, alterations, improvements or
replacements to or on the Demised Premises or to any existing improvements thereon
(significant is defined as projects costing in excess of $25,000 in the aggregate, during any 365 -
day time frame, to complete; such amount being subject to adjustment based on changes in the
Consumer Price Index), LESSEE must provide to LESSOR all proposals and plans for
alterations, improvements, modifications, additions and /or replacements to the Demised
Premises for LESSOR's written approval, specifying in writing and in meaningful detail, the

Because of the recently completed project relocating utilities from the south to the north side of
the Zoo, small projects that would fall under the $25,000 limit will now need to rise to the
attention of the county per the lease for a period of 365 days from the date of that construction.
The Zoo has one such project for your approval, the refurbishment for the Coyote Cage. The
proposed budget based on our contractor quotes is for $10,800. All improvements are interior to
the existing cage except for some exterior plantings as a visual buffer. The project will begin
immediately upon approval.

The Zoo has a second project that exceeds the $25,000 cost for the South African Lion Cage
Addition. The Naples Zoo has acquired a new female Iion for the purposes of breeding under the
Association of Zoos and Aquaria (AZA) Species Survival Plan®. When breeding is successful,
there will need to be an additional fenced cage area for the separation of the female and the cubs
from the male. This project is budgeted for $40,624. The project will begin immediately after
county approval and be completed as soon as the required contractors are able to schedule the
work. The description, budget and site plan are attached.
Nothing in the lease seems to indicate that anything more than your approval is needed. Please
let me know if you have any questions on these two projects. In the case of the lion cage
expansion, time may be of the essence.
