EXECUTIVE SUMMARY Recommendation to authorize execution of the Congestion Management System/Intelligent Transportation Stakeholders (CMS/ITS) grant award in the amount of $336,872 for the construction of additional bus shelters. OBJECTIVE: To obtain grant funds for the construction of additional bus shelters for Collier Area Transit in the amount of $336,872. CONSIDERATION: On February 12, 2013 the Board approved Agenda Item 16139 authorizing the submittal of a Congestion Management System/Intelligent Transportation Stakeholders (CMS /ITS) grant application in the amount of $336,872 for the design and construction of 12 bus shelters. The grant requires a 20% match. Collier County received authorization from Florida Department of Transportation (FDOT) on December 19, 2012 to use toll revenue credits in the amount of $84,218 as a soft match for the grant. On March 12, 2013, county staff received notification of award from the Federal Transit Administration (FTA). Execution of the grant is processed through the FTA Transportation Electronic Award Management (TEAM) System. FISCAL IMPACT: A budget amendment is required in the amount of $336,872 to recognize the grant revenue funds in Collier Area Transit (CAT) Grant Fund (424), Project 33243. Collier County has received approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of $84,218 as soft match for $336,872 in FY 13 Capital Grant Funds. The soft match eliminates the need for any county local funding for the grant match. The yearly maintenance cost for each shelter is included in the transit vendor contract and the cost to repaint/repair them every six to seven years is approximately $4,600. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. RECOMMENDATION: That the Board authorize execution, of the grant. award for the Congestion Management System/Intelligent Transportation Stakeholders (CMS/ITS) grant in the amount of $336,872 through the FTA Transportation. Electronic Award Management (TEAM) System and approve all necessary budget amendments to recognize the grant revenue funds.
