EXECUTIVE SUMMARY
OBJECTIVE: Replace fire hydrants that have reached the end of their useful life to ensure
compliance with fire protection codes and ordinances, and provide a point to flush the water
distribution system when necessary to comply with state and federal water quality standards.
CONSIDERATIONS: On June 24, 2008, as Agenda Item IOG, the Board of County
Commissioners (Board) adopted the 2008 Water Master Plan Update, which identified
requirements for renewal and replacement of distribution system components. The proposed
scope of work for Project 70023, "Fire Hydrant Replacement" is consistent with the 2010 Water
CIP Update, page 2 of 4, line 86, as identified in the 2011 User Fee Rate Study.
The scope of these two work orders includes the replacement of 60 fire hydrants: 36 in Imperial
Circle and Bentley Village and 24 in Bay Forest. The existing fire hydrants are past their useful
life and could interfere with fire protection and water quality flushing needs.
Request for Quotation number 08- 5011 -73, "Fire Hydrant Replacement Imperial Circle and
Bentley Village" was posted October 11, 2012, and distributed to all vendors of the Fixed -Term
Underground Utilities Contract number 08 -5011. All five vendors submitted quotations for this
project by the deadline of October 26, 2012. The quotations are summarized below.

posted February 13, 2013, and distributed to all vendors of the Fixed -Term Underground
Utilities Contract 08 -5011. All five vendors submitted quotations for this project by the deadline
of March 1, 2013. The quotations are summarized below.

Staff determined that the lowest quote on both of the above referenced projects is fair and
reasonable, and recommends awarding the work order "Fire Hydrant Replacement Imperial
Circle and Bentley Village" to Quality Enterprises USA, Inc. and the work order "Fire Hydrant
Replacement Bay Forest" to Haskins, Inc.
In addition to the above referenced quotes for labor, there is also material cost for hydrants and
appurtenances that were purchased separately through Ferguson Waterworks under contract
number 09 -5201. Material for "Fire Hydrant Replacement Imperial Circle and Bentley Village"
totaled $89,684.62. Estimated costs for materials for "Fire Hydrant Replacement Bay Forest"
are $55,000. By purchasing materials directly, the County does not pay the State's six percent
sales tax. Total material costs are estimated at $144,684.62. Total labor costs under these two
work orders is $139,449.60. The total cost for this portion of Project 70023, Fire Hydrant
Replacement, is $284,134.22; which is above the $200,000.00 threshold and requires Board
approval.
FISCAL IMPACT: Funding is available in and is consistent with the FY2013 Capital Budget
approved by the Board on September 20, 2012. Funding is available in the Water User Fee Fund
(412).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing
Board of the Collier County Water -Sewer District:
• approve the award of a work order under Request for Quotation 08- 5011 -73 in the
amount of $93,009.60 to Quality Enterprises USA, Inc.,
• approve the award of a work order under Request for Quotation 08- 5011 -79 in the
amount of $46,440.00 to Haskins, Inc., and
• authorize the Chairwoman to sign and execute both work orders.
