EXECUTIVE SUMMARY
Recommendation to approve two work orders to Kyle Construction, Inc., in the combined amount
of $381,582.22 under Project Number 70019, "Cross Connection Control Program."
OBJECTIVE: Maintain compliance with Rule 62 -555 of the Florida Administrative Code and
the Collier County Cross Connection Control Ordinance No. 2008 -32. The rule requires all
community water systems to establish and implement a routine cross - connection control program
to detect and control cross - connections and prevent backflow of contaminants into the public
water supply.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County
Commissioners (Board) adopted the 2008 Water Master Plan Update, which identified
requirements to rehabilitate older areas of the Collier County Water District to ensure a clean and
reliable source of water for all customers. The proposed scope of work for Project 70019, "Cross
Connection Control Program" is consistent with the 2010 Water CIP Update, page 2 of 4, line
85, as identified in the 2011 User Fee Rate Study.
The scope of work for "FY13 1st Quarter Backflows" includes installation of 1,030 backflow
preventers of various sizes in eight communities. The scope of work for "FYI 3 2nd -4th Quarter
Backflow Retrofits" includes installation of 1,939 backflow preventers of various sizes in 14
communities. The installation of these backflow preventers will prevent potential backflow of
containments from the customer's side of the water system to the county -owned and maintained
side of the water system. This will ensure safe and reliable drinking water for all customers.
Request for Quotation number 08- 5011 -76, "FY13 1st Quarter Backflows" was posted
November 15, 2012, and distributed to all vendors of the Fixed -Term Underground Utilities
Contract No. 08- 5011. All five vendors submitted quotations for this project by the deadline of
December 7, 2012. The quotations are summarized below.

posted February 13, 2013, and distributed to all vendors of the Fixed -Term Underground
Utilities Contract 08 -5011. All five vendors submitted quotations for this project by the deadline
of March 8, 2013. The quotations are summarized below.

Staff determined that the lowest quote on both of the above referenced projects is fair and
reasonable, and recommends awarding both work orders "FY13 Ist Quarter Backflows" and
"FYI 3 2nd -4th Quarter Backflow Retrofits" to Kyle Construction, Inc.
In addition to the quotes for labor, there is also material cost for backflow preventers that were
purchased separately through Ferguson Waterworks under Contract No. 09 -5201. Material for
"FY 13 1st Quarter Backflows" totaled $338,109.30. The estimated cost for materials for "FY 13
2nd -4th Quarter Backflow Retrofits" is $640,000. By purchasing materials directly, the county
does not pay the six percent sales tax. Total material costs are estimated at $978,109.30. Total
labor costs under these two work orders is $381,582.22. The total cost of this portion of Project
70019, "Cross Connection Control Program," is $1,359,691.52.
FISCAL IMPACT: Funding is available in and is consistent with the FY2013 Capital Budget
approved by the Board on September 20, 2012. Funding is available in the Water User Fee Fund
(412).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing
Board of the Collier County Water -Sewer District
• approve the award of a work order under Request for Quotation 08- 5011 -76 in the
amount of $139,949.28 to Kyle Construction, Inc.
• approve the award of a work order under Request for Quotation 08- 5011 -80 in the
amount of $241,632.94 to Kyle Construction, Inc., and
• authorize the Chairwoman to sign and execute both work orders.
