EXECUTIVE SUMMARY
Recommendation to reject all bids for Invitation to Bid (ITB) #12 -5886 for Right -of Way
and Median Mowing; and authorize staff to issue a modified ITB.
OBJECTIVE: To reject ITB 912 -5886 for Right -of Way and Median Mowing Maintenance
and authorize staff to reissue a modified ITB.
CONSIDERATIONS: The Road and Bridge Maintenance Department is responsible for the
maintenance of Collier County's 2,562 acres of right -of -way and median mowing maintenance.
ITB #12 -5886 was issued January 13, 2013, soliciting vendors for fair and competitive pricing
for Right -of -Way and Median Mowing Maintenance. Notices were forwarded to 741 vendors,
55 bid packages were downloaded and five (5) submissions bids were submitted.
Of the five bids received, low bidders, Southern Services and North American were deemed non-
responsive due to their failure to complete the required documents in the bid package. Ground
Zero withdrew its bid from consideration because its interpretation of the scope of work did not
include litter pickup and it would not be financially beneficial for Ground Zero to take on this
project. As a result, staff recommends rejecting ITB 412 -5886, reworking the solicitation
documents and issuing a new ITB as soon as possible
In anticipation of this bid rejection, purchasing staff has extended the current contract, #09 -5173
per the Purchasing Policy, Section XV. D. Contract Extension: "Extension(s) of a Board -
approved contract for commodities or services may be requested by the contract manager to the
Purchasing/General Services Director in writing for a period not to exceed six (6) months
(cumulatively) and shall be subject to the same terms and conditions set forth in the initial
contract." The "Annual Contract for Right -of -Way and Median Mowing Maintenance" was
extended until October 10, 2013.
Per Florida Statute 119.071 3, staff has not publicly announced the vendor's line item prices as
those prices remain exempt until the time a new solicitation is issued and awarded by the Board
(if within twelve months of the rejection of the bid).
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving
this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval - -SRT.
RECOMMENDATION: That the Board of County Commissioners reject ITB 412 -5886 for
"Annual Contract for Right -of -Way and Median Mowing Maintenance" and authorize staff to
reissue a modified solicitation.
