EXECUTIVE SUMMARY Recommendation to approve the use of State of Florida contracts ITB- DOT - 09/10 -9027 and 10/11- 9024 -LG and waive formal competition for standardized traffic operations equipment replacement, repairs and service for multiple vendors. OBJECTIVE: That the Board of Collier County Commissioners (Board) approve the purchase of essential traffic control products and services for the Board approved standardized Intelligent Control System. CONSIDERATIONS: On February 23, 2010, (Agenda Item 16B5) the Board of County Commissioners approved contract 10 -5388 Intelligent Transportation System to multiple vendors and standardized the purchase of ITS components in the video detection, remote pager system, vehicle pre- emption and wireless vehicle detection categories. These categories (and products) were previously included in a County competitive solicitation for Intelligent Transportation System (ITS) components (Invitation to Bid # 12 -5979) on September 25, 2012. Three (3) vendors submitted pricing, however, on January 8, 2013, the Board rejected Invitation to Bid # 12 -5979 (Agenda Item # 16A6) per the staff recommendation given the limited response and the limited prices provided by the vendors for the products. Since that competition, the County has learned the market conditions have changed significantly; a number of companies that previously provided these components are no longer in existence; the remaining manufacturers have shifted to single distributorships assigned to a specific Florida Department of Transportation (FDOT) district; and that the three (3) responding vendors (for ITB 12- 5979) are the sole suppliers for these listed ITS products in FDOT District One, which includes Collier County. Staff have found that many of the items required are available through State of Florida Contracts ITB - DOT- 09/10 -9027 and 10/11- 9024 -LG. All manufacturers and products listed in the attached reference documents are authorized on the Approved Product List (APL) supplied by FDOT. Each system or device listed in the following attachments 10) "ITB -FDOT- Memorandum" and 11) "State Bid Prices for ITS Sole Source" is currently in use by Collier County Traffic Operations. The attached memorandum from the Governor extended the State bid for three (3) additional years from 2012 until 2015; although some companies elected only to renew their contract for one (1) year. The excel spreadsheet shows the compiled ITS bid prices for the requested sole source items referenced from the original State bid documents. Traffic Operations staff believes it is in the county's best interest to use the State contracts for parts or service whenever available pricing appears to be lower. If parts or service are not available on those contracts, staff requests that the Board waive formal competition "in the best interest of the County" (per Purchasing Policy VA 4 and VC) and approve CohuHD, Traffic Control Systems, Inc. and Temple Inc. as sole source vendors, thereby preventing a future disruption of operations when additional equipment or repair services above the competitive threshold are needed. Collier County Traffic Operations staff requests to reserve the ability to negotiate with these sole source distributors for pricing at or below the state contract whenever available. Being able to purchase replacement parts and repair services for county traffic systems is critical to the continued maintenance and safety of the county's roadways. This request does not seek additional funding, but rather seeks authorization to use available allocated budgeted funds for continued maintenance of traffic operations equipment. Substituting any of these items with new products or systems would require substantial changes to traffic infrastructure and incur significant costs to the county. Approval of this item will allow for purchases and repairs that exceed the current $50,000 yearly sole source purchasing threshold. CERTIFICATION BY THE PURCHASING DIRECTOR: By approval of this Executive Summary, the Purchasing Director certifies that it is in the best financial interest of the County to: 1. Maintain the Board approved standardized signal systems; and 2. Utilize the State of Florida approved contracts whenever practicable for the purchase of ITS component parts and service. Further, if the State of Florida contracts are not available for the purchase of ITS component parts or services, it is in the county's best interest to waive the formal competitive threshold so that reoccurring single source purchases can be made subsequent to the Board's approval provided that there are sufficient budget appropriations for each such purchase. FISCAL IMPACT: Funds for the annual purchase of ITS Components are budgeted in Traffic Operations Operating Fund 101 - 163630 and Gas Tax Funds 313- 163673. An estimated maintenance budget of $500,000 is recommended based on a combined four year average of purchases from these distributors. The Board approved Agenda item 11E on April 9, 2013 "Recommendation to accept a priority listing, installation schedule and project budget for emergency vehicle pre - emption and confirmation beacons on the Collier County traffic signal system ". The estimated annual budget for the pre - emption project equipment cost is an additional $300,000 for the next three years. The yearly estimated budget should be adjusted to $800,000 this includes the additional equipment needed to be purchased for the Vehicle Pre - emption project. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. Annual expenditure estimated $50,000. OBJECTIVE: To obtain the Board of County Commissioners approval to award Bid #10 -5388, "Intelligent Transportation Systems (ITS) Components ", in order to supply the necessary hardware to maintain and expand Collier County's intelligent transportation system modules, which comprise the County's Advanced Traffic Management System (ATMS), and to obtain Board approval to standardize the purchase of certain categories of components. CONSIDERATIONS: The Collier County Purchasing Department posted Bid #10 -5388, "Intelligent Transportation Systems (ITS) Components," on December 8, 2009. Notice of the bid was sent to 265 vendors, and bid specifications were downloaded by 55 vendors from the County's online bidding system. Five vendors submitted bids by the bid opening date of January 7, 2010, which were deemed responsive to the bid requirements. As outlined in the bid documents, the method of award for this bid is by category and primary /secondary basis to the lowest qualified and responsive bidder. The reason for requesting standardization is as follows: • Video Detection: The Iteris system, which is in use at over 60 intersections, is comprised of a modular set of components which are not interchangeable with those of another manufacturer. The purpose of the system is to remotely operate school traffic signals and flashing beacons for school zones. The pager system operates in a closed architecture, alongside but separate from the traffic signal system, and is controlled via software that was purchased in a prior fiscal year. • Vehicle Pre - Emotion: The Opticom emergency vehicle pre - emption system is installed at 80 intersections countywide. It is an infrared emitter system which makes it possible for an emergency vehicle equipped with a special transmitter device to flush traffic through an intersection on a safe green signal, which is a safety benefit both to the travelling public and to the emergency responders. The North Naples Fire District, East Naples Fire District, Golden Gate Fire District and Collier County EMS Department have invested in equipping their emergency vehicles with the manufacturer's specified transmitter device in order to make use of this technology. It is critical that the system be maintained in its present form to continue to provide the service that public safety agencies rely upon and have invested in. Wireless Vehicle Detection: The Sensys wireless vehicle detection system is used primarily for constructing permanent vehicle count stations. Over 25 such stations have already been put into operation. A wireless system has several advantages over a wired (inductive loop) system; chief among these are the fact that it is less destructive to the pavement surface, engineers have more flexibility in placement of zones, and they can be quickly deployed by in -house forces without the need to close traffic lanes for prolonged periods of time. The system components are not interchangeable with those of any other manufacturer.
