EXECUTIVE SUMMARY
Presentation by the Clerk of the Circuit Court of audit report 2012 -6 Housing, Human, and
Veteran Services - Disaster Recovery Initiative Grant.
OBJECTIVE: To present to the Board of County Commissioners (Board) the Housing, Human,
and Veteran Services (HHVS) - Disaster Recovery Initiative (DRI) Grant Audit Report (2012 -6).
The scope of the review was limited to single family applicants receiving grant funds awarded by
HHVS under Grants #07DB -3 V- 09- 21- 01 -ZO1 and #08DB -D3 - 09- 21- 01 -AO3; and subrecipient
activities under Grant #I0DB- D4- 09- 21- 01 -KO9 awarded to Collier County as a result of damage
caused by Hurricane Wilma and Tropical Storm Faye.
The objective of the review was to verify the eligibility of single family applicants and subrecipient
activities receiving DRI Grant funds from HHVS prior to June 1, 2012.
CONSIDERATIONS: Interim Audit Report 2011 -5A was released by the Clerk of Courts in
September 2011. This report focused on the initial pay request for repairs to a property under the
DRI Grant Program that sustained damage from Hurricane Wilma; and a comparison of invoices
submitted to work actually completed.
During the review, Internal Audit determined the property homeowner received insurance
proceeds for the same repairs, thus making the homeowner ineligible to participate in the DRI
Grant Program. The Clerk of Courts decided the ineligibility issue would be reported in a
separate audit of the DRI Grant Program focusing on applicant eligibility (2012 -6).
Copies of the 2012 -6 final audit report and power -point presentation will be provided to the
Board. The audit report and power -point presentation will be distributed after the meeting and
made available on the Clerk of Courts website:

Audit reports and supporting workpapers do not become public record until the final report is
released by the Clerk of Courts. Audit Report 2012 -6 will be released after the Clerk of Courts
presentation to the Board.
