EXECUTIVE SUMMARY
Recommendation to approve a substantial amendment for the FY2012-2013 Collier County U.S.
Department of Housing and Urban Development (HUD) Action Plan amending the Youth Haven
Safe and Secure Home for Collier Youth Program.
OBJECTIVE: Amend the HUD FY2012-2013 Action Plan project description for Youth Haven for its
Safe and Secure Home for Collier Youth Program.
CONSIDERATIONS: The Board of County Commissioners approved the FY2012-2013 HUD Annual
Action Plan at its July 24, 2012 meeting, Agenda Item No.11.E.
The Board approved project scope for Youth Haven Safe and Secure Home for Collier Youth Program
identified the renovation and expansion of a basic center shelter for homeless/runaway youth,
rehabilitation of two (2) cottages and upgrades of campus security, lighting and fencing for a total cost of
$956,000. Youth Haven has requested an amendment to its project scope that deletes the renovation and
expansion of the basic center shelter. Youth Haven's architect identified there were more improvements
needed than originally expected in order to rehabilitate the center to fit its needs. Youth Haven recognized
that they would not be able to meet the contract time constraints and funding amounts and preferred to
focus the necessary improvements to the cottages and security where the children would be housed.
Accordingly, the funding proposed to Youth Haven would be reduced to from $956,000 to $221,000 for
the remaining improvements. This project scope amendment would result in a reduction of the number of
clients to be served from 269 children to 96 children.
The revised project description shall read as follows: "The project will allow Youth Haven to renovate
two onsite transitional cottages and upgrade campus security, additional lighting and security fencing."
The balance of the funds ($735,000) will be reprogrammed and brought back to the Board for allocation
to another project.
The substantial amendment was advertised in the Naples Daily News on Wednesday. February 20, 2013
and identified a 30-day comment period.No public comments were received during the comment period.
FISCAL IMPACT: There will be no effect on ad-valorem or general fund dollars. Funds are available
within the Housing Grant Fund(705)FY12-13 CDBG Project(33236).
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. -JBW
GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
RECOMMENDATION: That the Board of County Commissioner approve a substantial amendment to
the FY2012-2013 HUD Action Plan project description for the Youth Haven Safe and Secure Home for
Collier Youth Program.
