EXECUTIVE SUMMARY
Recommendation to approve a substantial amendment for the FY2011-2012 Collier County U.S.
Department of Housing and Urban Development (HUD) Action Plan amending Empowerment
Alliance of SW Florida Homebuyer Education's project description to remove reference to a
funding source not intended to be included.
OBJECTIVE: Amend the HUD FY2011-2012 Action Plan project description for the Empowerment
Alliance of SW Florida,Inc. (EASF)for their Homebuyer Education Program.
CONSIDERATIONS: This item is to remove reference to HOME Partnership Investment funding in the
FY2011-2012 HUD Annual Action Plan approved by Board of County Commissioners at its July 26,
2011 meeting,Agenda Item No.16.D.14.
EASF's project was described in the FY2011-2012 HUD Annual Action Plan as:
"Partial funding from Community Development Block Grant (CDBG) along with
HOME Partnership Investment (HOME)funding to provide homebuyer education and
credit counseling programs to educate persons requiring such assistance." (Emphasis
Added.)
The project description is not accurate because HOME Partnership Investment(HOME) funds were never
intended to be used. Accordingly, the proposed substantial amendment to the FY2011-2012 HUD Annual
Action Plan describes EASF's project as:
"Funding will provide homebuyer education and credit counseling programs to educate
persons requiring such assistance."
The funding amount identified in the Action Plan, $38,000, will not change. The substantial amendment
was advertised in the Naples Daily News on Wednesday, February 20, 2013 and identified a 30-day
comment period.No public comments were received during the comment period.
FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available
within the Housing Grant Fund (705)FY11/12 CDBG Project(33176).
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. -JBW
GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
RECOMMENDATION: Approve a substantial amendment to the FY2011-2012 HUD Action Plan
project description for the Empowerment Alliance of SW Florida, Inc. for their Homebuyer Education
Program.
