EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners acting as the Community
Redevelopment Agency (CRA) approve a budget amendment authorizing the Immokalee
Community Redevelopment Agency to commit $61,087 of CDBG Grant Award # B- 12 -UC -12 -0016
for FY2012 -2013, Job Creation Project, to Fund 715 for the Immokalee Business Development
Center (IBDC).
OBJECTIVE: To obtain Board of County Commissioner (BCC) acting as the Community
Redevelopment Agency (CRA) approval of a budget amendment authorizing the commitment of
$61,087.00 of CDBG Grant Award #B- 12 -UC -12 -0016 for FY2012 -2013, Job Creation Project,
to Fund 715 for the Immokalee Business Development Center (IBDC).
CONSIDERATIONS: On March 9, 2010, the BCC, acting as the Community Redevelopment
agency (CRA) approved the creation of the Immokalee Business Development Center (IBDC).
On July 24, 2012, the BCC approved Resolution #2012 -137 approving the One -Year Action Plan
for Federal Funds for FY12 -13 providing CDBG funds in the amount of $61,087.00 to Collier
County Community Redevelopment Agency - Immokalee for the Job Creation/Business
Development Center Project.
This award was part of the Action Plan prepared by the Collier County Housing Human and
Veteran Services (HHVS) for FY 2012 to FY 2013. HHVS had scheduled to bring the Sub -
Award Agreement to the Board during the December meeting, but the item was removed. This
award cannot wait until the IBDC obtain Not - for -profit status because -the funds are needed to
pay for the Center Manager's salary during the transition period.
FISCAL EWPACT: Upon approval of this Budget Amendment, funds for the implementation of
the grant will be available in Immokalee CRA Grant Fund (715), Project #33252 and will not
exceed $61,087.00 over a period of one year.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
does not present a legal issue and only requires a majority vote for Board approval—SRT.
CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This project furthers the programs
and projects within the budgetary and policy guidance and directives of the Community
Redevelopment Agency and the Board of County Commissioners in furtherance of Policy 4.2 of
the Future Land Use Element of the Growth Management Plan which reads as follows:
"The Immokalee Area Master Plan addresses conservation, future land use, population,
recreation, transportation, housing, and the local economy. Major purposes of the Master Plan
are coordination of land uses and transportation planning, redevelopment or renewal of blighted
areas, and the promotion of economic development."
RECOMMENDATION: That the Board of County Commissioners to approve a budget
amendment authorizing the Immokalee Community Redevelopment Agency to commit
$61,087.00 of CDBG Grant Award # B- 12 -UC -12 -0016 for FY2012 -2013, Job Creation Project,
to Fund 715 for the Immokalee Business Development Center (IBDC).
