EXECUTIVE SUMMARY
Appointment of members to the Collier County Code Enforcement Board.
OBJECTIVE: To appoint two regular members to fill terms that will expire on February 14,
2017.
CONSIDERATIONS: The Collier County Code Enforcement Board has two vacancies due
to a resignation and the expiration of a term on February 14, 2013. This seven member board,
plus two alternate members, is composed of, but not limited to, individuals representing the
occupations of architect, businessman, engineer, general contractor, subcontractor and Realtor
and are considered, in part, on the basis of experience or interest in the areas of the codes and
ordinances to be enforced. Members are required to file a Form 1 Statement of Financial Interest
each year with the Supervisor of Elections. Terms are three years. A list of the current
membership is included in the backup.

RECOMMENDATION: That the Board of County Commissioners considers the requests for
reappointment/appointment, reappoint/appoint two members, and directs the County Attorney to
prepare a resolution confirming the reappointment/appointment.

I am in receipt of your memo dated January 28, 2013 in which you requested review of applications
submitted by citizens interested in serving on the Code Enforcement Board. The resumes for the
applicants listed below were reviewed and meet the Code Enforcement Board qualifications stated in
Ordinance 2001-55, Section Five: Qualifications and Requirements for Membership on Boards the
following categories:

Mr. Lionel George L'Esperance is currently a member of the Code Enforcement Board and has been
a member since January 2007. He is currently a resident of Collier County and is a registered voter.
Mr. L'Esperance is currently a Realtor employed with Coldwell Banker. Mr. L'Esperance is currently
involved in the Collier County Sheriff's Office Auxiliary, is a volunteer Deputy Sheriff for Collier County
Public Schools and is an Advisor/Coordinator at the Lorenzo Walker Institute of Technology. In 2011,
Mr. Mieszack had four excused absences and in 2012 also had two excused absences.
Mr. James A. Blake Jr. is a new applicant to the Code Enforcement Board. He is currently a resident
of Collier County and a registered voter. Mr. Blake is currently retired but has previously worked as
contractor. Mr. Blake has a Bachelor of Science Degree in Agriculture and a Master of Science in
Agriculture from the University of Florida.
