Agenda 03/12/2013 Item #10A 3/12/2013 10.A. EXECUTIVE SUMMARY Appointment of member to the Collier County Coastal Advisory Committee. OBJECTIVE: To confirm one appointment by the City of Marco Island to fill a term on the Collier County Coastal Advisory Committee expiring on May 22, 2016. CONSIDERATIONS: The Collier County Coastal Advisory Committee has a vacancy for the City of Marco Island for a term expiring on May 22,2016. This is due to the resignation of Randolph Moity. This nine member committee was created by Ordinance 2001-03 to assist the Board of County Commissioners with its establishment of unified beach erosion control and inlet management programs within the unincorporated and incorporated areas of Collier County, and to advise the Board of County Commissioners and the Tourist Development Council (TDC) of project priorities with respect to funding sources that are available to Collier County for restoration and protection of its shoreline. The committee is composed of three members from the unincorporated area of Collier County,three members from the City of Naples and three members from the City of Marco Island. Appointments of members from the City of Naples and the City of Marco Island shall be appointed from a list containing one or more qualified applicants submitted by the respective governing bodies of those cities. Selection for membership on this committee will be based upon the applicant's familiarity with coastal processes, inlet dynamics, coastal management programs, or demonstrated interest in such programs; relevant education and experience; leadership and involvement in community affairs; and willingness to attend meetings and to undertake and complete assignments. After initial appointments, terms will be four years. A list of the current membership is included in the backup. The City of Marco Island is recommending Debbie Roddy. My volunteer activities include: • An active member of the City of Marco Island's Beach Advisory Committee (BAC) since May 2011. Currently serving as the Co-Chair. During this time, my contributions to the committee are: • Identifying the need for a Beach Stewardship Program. I spend numerous hours on the beach while volunteering in different capacities and have seen many times that some of the public are not aware that Marco's beaches and wildlife need to be respected. Marco's beaches and wildlife are the main tourist attractions and bring substantial dollars into our local economy. We need to take care of both our beaches and wildlife. if not, as the quality of our beaches and wildlife decline, so does the tourism and its financial impact in our community. • Bringing the need for a Beach Stewardship Program to the attention of the BAC as documented in meeting minutes. • Assisting Nancy Richie in the development of the Beach Stewardship Program that received approval from the City Manager and Police Chief. This program was activated in May 2012. The purpose of the Beach Stewardship Program is to help educate the public about our living beaches by being available to answer questions about the beaches,wildlife, points of interest, and other general information about the City of Marco Island. • Bringing the need to the BAC for free family educational outreach programs at the beach as an extension of the Beach Stewardship Program as documented in meeting minutes. The purpose of this outreach is to educate the public so they can better understand and appreciate Marco beaches and wildlife. Programs my husband and I developed are: • Shelling 101 — Identifying shells, including live ones • The Sea Turtles Are Coming!—Educating about the Loggerhead Sea Turtle nesting & hatching season • Birds of the Beach— Identifying migratory and resident coastal birds, including nesting,feeding, etc. • Why Does the Beach Change?—Educating about tides, long shore currents, rip tides, erosion, etc. • Critters of the Gulf— identifying and talking about critters living in the gulf • Introducing Marco's Beaches—Educating about beach etiquette, i.e., leaving only your footprints behind Packet Page-531- 3/12/2013 10.A. Five (5) Marco Island residents, Richard Adams, Bob Phelan, Debbie Roddy, Charlette Roman and James Timmerman, have expressed their desire to serve on the CAC.
