EXECUTIVE SUMMARY
Recommendation to request proposals for purposes of analysis from East Naples Fire District and
Marco Island Fire District for operational management of the Isles of Capri Fire District.
OBJECTIVE: To update the Board on the progress of the Isles of Capri Fire District Advisory Board
toward determining the future of the District.
CONSIDERATIONS: At its January 8, 2013 regular meeting, the BCC approved a request from the several
property owners (or representatives) served by the Isles of Capri Fire Control & Rescue District and the
IOC Advisory Board to work with the County Attorney, County Manager (or his designee) and staff to
amend the current MSTU so as to empower the advisory board to fully research the state of fire service
in the district and recommend the methodology for its future, which could include consolidation or
entering into a service agreement with another agency.
Members of the Advisory Board, property owners, and staff are currently working with the County
Attorney's Office on revising their governing MSTU, which will be brought to the Board in the near
future.
In the meantime, the Advisory Board approved and recommended the following immediate actions:
1. Meet with staff to examine the budget and fiscal condition of the Fire District.
2. Request formal proposals from both Marco Island and East Naples Fire Districts for analysis.
3. Explore methods for reducing the cost of services without compromising service.
FISCAL IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. The recommended
actions fall within the scope of the Isles of Capri Municipal Fire Services Taxing District ordinance (Ord.
78 -49, as amended) and are legally sufficient. This item requires simple majority support for action. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
RECOMMENDATION: That the BCC authorizes the County Manager to make formal requests for
proposals for the operational management of the Isles of Capri Fire District, review and evaluate said
proposals with the Isles of Capri Fire Advisory Board and bring forward recommendations to the County
Commission on how to proceed.
