EXECUTIVE SUMMARY Recommendation to accept a Speed Limit Study Report and adopt a Resolution authorizing raising the speed limit on County Line Road (CR 858) from Oil Well Road to Immokalee Road (CR 846) from 45 (forty –five) mph to 55 (fifty -five) mph at a cost of approximately $400. OBJECTIVE: To revise the speed limit on County Line Road. CONSIDERATIONS: The Traffic Operations Section of the Transportation Engineering Department, Growth Management Division, conducted an engineering and traffic investigation study to determine the appropriate speed limit on County Line Road from Oil Well Road to Immokalee Road. Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and 316.189 be based upon an engineering and traffic investigation study. The investigation is to include, but is not limited to, the measurements of prevailing speeds and other traffic engineering evaluations contained in the "Speed Zoning for Highways, Roads and Streets in Florida" manual (FDOT Manual Number 750 -010 -002, March 2010 Edition). This manual was developed by the Florida Department of Transportation to promote uniformity in the establishment of state, municipal and county speed zones throughout the State of Florida. Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides that the Board of County Commissioners (Board) may set speed zones after the investigation determines such a change is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation. The completed engineering and traffic investigation study found that a higher speed limit of 55 mph on County Line Road from Oil Well Road to Immokalee Road is warranted and that the proposed changes are reasonable and in conformity with the defined criteria. FISCAL IMPACT: The estimated cost of installing the new speed limit signs and removing the existing speed limit mph signs will be approximately $400. These funds are budgeted and available within Traffic Operations (General Fund 101). LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. RECOMMENDATION: That the Board accept the Traffic Speed Limit Study and adopt the Resolution raising the speed limit from 45 mph to 55 mph on County Line Road from Oil Well Road to Immokalee Road, authorize the Chairwoman to execute the Resolution and authorize staff to erect and remove the appropriate traffic control signs after notice to the Sheriff. RESOLUTION NO. 2 013 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, AUTHORIZING A SPEED INCREASE FROM 45 (FORTY -FIVE) MPH TO 55 (FIFTY -FIVE) MPH ON COUNTY LINE ROAD FROM OIL WELL ROAD TO IMMOKALEE ROAD. WHEREAS, Chapter 316, Florida Statutes, permits the Board of County Commissioners (BCC) to after established speed limits on roads under its jurisdiction; and WHEREAS, County Line Road falls under the jurisdiction of the BCC; and WHEREAS, in accordance with Section 316, Florida Statutes, the BCC may alter such existing speed limits as may be appropriate upon the basis of an engineering and traffic investigation; and WHEREAS, the results of such engineering and traffic investigations determined that the reduced speed limits are reasonable and safe under the conditions found to exist and it conforms to criteria promulgated by the Florida Department of Transportation and Collier County. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: 1. The BCC does hereby establish a 55 miles per hour (55 mph) speed limit on County line Road from Oil Well Road to Immokalee Road, and does hereby direct the County Manager or his designee to erect the appropriate speed limit signs giving notice thereof. 2. The Clerk of Court shall forward a Certified Copy of this Resolution to the Collier County Sheriff's Office for proper enforcement of the established speed limits for the designated streets. 4. SPEED LIMIT STUDY REPORT County Line Road (CR -858) January 30, 2013 By Eugene Calvert, PE, PTOE CONSIDERATION Responding to an external request from an area resident, the Traffic Operations Section of the Transportation Engineering Department has conducted an engineering and traffic investigation study to determine the appropriate speed limit for County Line Road (CR- 858). County Line Road is a north -south extension of Oil Well Road and is also known as CR -858. The road is located in the northern Collier County running between Immokalee Road (CR -846) and Oil Well Road (CR -858), east of SR -29. The road lies wholly within the boundary of Collier County, adjacent to the county line separating Collier County and Hendry County. County Line Road is a Collier County maintained roadway. The primary land use adjacent to the road is agricultural. Figure 1 Vicinity Map — County Line Road 1 Packet Page -1209- 2/26/2013 16.A.12. The primary purpose in the establishment of a speed zone is to improve vehicular and pedestrian safety by reducing the probability and severity of crashes. A speed Iimit notifies the driver of the maximum operating speed that is considered reasonably safe in optimum weather and visibility condition. It is intended to establish the speed limit which a normally prudent driver can perceive and react safely. The establishment, including any alteration and posting of speed limits on county streets and highways, as set forth in Section 316.189, F.S., must be based on an engineering and traffic investigation that determines such a posting is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation (FDOT), except that no such speed zone shall permit a speed of more than 60 miles per hour. Figure 2 County Line Road ROADWAY CHARACTRISTICS County Line Road is functionally classified as a minor rural collector highway providing a connection from Hendry County to Collier County and is 7.6 miles in length. The Hendry Correctional Institution is located near the southern end of County Line Road. The road is a two lane roadway with an asphalt surface width of 24 feet. The roadway has I I foot wide travel lanes and 0.5 feet wide paved shoulders. The roadway has centerline and edge line pavement markings. The right -of -way width typically provides for a clear zone of typically 18 to 25 feet beyond the edge of the travel way. However, there are a few power poles that encroach within 14 feet of the travel way. There are 4 major drainage culverts across the roadway that has approach guardrails. The clearance distance between the travel way and the guardrails ranges from 1 foot to 8 feet. Currently the posted speed limit is 45 mph and the volume of traffic on the road is less than 500 vehicles per day. The roadway provides access to fifteen (15) driveways located on both sides of the roadway. 2 Packet Page -1210- 2/26/2013 16.A.12. Figure 3 County Line Road DESIGN CHARACTERISTICS Section 336.045 of the Florida Statutes requires that the "Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways" also known as the Florida Greenbook, be utilized for all public roads in the state unless a municipality or county has adopted other criteria. Collier County utilizes this manual for all of the roads in its highway network. The standards within the manual are intended to provide basic guidance for developing and maintaining a highway system with reasonable operating characteristics and minimum number of hazards. The manual states that the safety characteristics of the design should be given primary consideration. Roadside clear zones provide an area outside the traveled way that can be used by drivers of errant vehicles to regain control of their vehicle and to avoid or reduce the consequences of a collision with a roadside object. The minimum required width of a clear zone is dependent upon the type of roadway and its design speed. Table 3 -12 (Figure 4) below is from the 2011 Greenbook and defines the minimum distance from the travel way to a roadside object such as a light pole or a tree. Streets and highways without curb and gutter are generally considered to be rural roadways. For rural highways with a design speed of 55 mph, the minimum clear zone distance is 18 feet for collectors with less than 1500 vehicles per day (ADT). Based upon the clear zone distance along County Line Road and the volume of traffic, the typical clear zone is not a limiting factor for the appropriate speed limit. CRASH HISTORIES A crash history review of the 7.6 mile length of County Line Road for the past eight years (2005 -2012) has been conducted. There has been four (4) reported crash during the eight Packet Page -1211- 2/26/2013 16.A.12. year period in the study area, 2 run -off the road and 2 crashes with animals. The crash experience of the roadway is not a limiting factor for reducing the existing speed limit. Three types of data were utilized in determining the prevailing speed: 85th percentile speed — the speed which 85% of the motorists drive at or below, the upper limit of the 10- mph pace — the 10 mph range that most people drive, and the average test run speed. The reasoning behind the foregoing investigations is that the majority of drivers travel at reasonably safe speed for the various roadway conditions encountered, and that these investigations help determine what may be reasonable speed limits. A speed study on County Line Road between Immokalee Road and Oil Well Road, east of SR -29 was conducted at three locations on Wednesday, January 23, 2013. A speed limit of 4 to 8 mph less than the 85th percentile speed shall be supported by a supplemental investigation which identifies the following: • There are road or roadside features not readily obvious to the normally prudent driver, such as length of section, alignment, roadway width, surface condition, sight distance, traffic volume, crash experience, maximum comfortable speed in curves, side friction (roadside development), signal progression, etc. The guidelines would normally yield a 60 mph.speed limit based upon the measured 85th percentile speed on the street and the 10 -mph pace speed. However, the relatively narrow lanes (11 feet), lack of substantial shoulders and minimal clear zone (18 feet) are features that may not be readily obvious to the normally prudent driver. Therefore it is appropriate to set a 55 mph speed limit for the streets along County Line Road. Field vehicle test runs also indicated that 55 mph is safe and comfortable speed to travel on the subject roadway segment. A 55 mph speed limit is in compliance with the MOT speed zoning guidelines and it is appropriate to establish a 55 mph speed limit for County Line Road. y"Malasplaoxv Ulm The study found that a 55 mph speed limit is an appropriate and safe speed for County Line Road.
