Agenda 04/10/2018 Item #16C 204/10/2018 EXECUTIVE SUMMARY Recommendation to authorize a single-source waiver for a period of two years for the purchase of equipment, repair kits, parts and related materials from Endress+Hauser and ProMinent Fluid Controls, Inc. through TriNova, Inc. OBJECTIVE: To ensure that the Collier County Water and Wastewater Division (the “Division”) remain in regulatory and operational compliance with Florida Administrative Code Chapter 62-600 (Domestic Wastewater Facilities), Chapter 62-610 (Reuse of Reclaimed Water and Land Application) and Chapter 62-555 (Permitting, Construction, Operation and Maintenance of Public Water Systems), as well as other local, State and federal rules and regulations. CONSIDERATIONS: The Division provides the highest quality water and wastewater treatment at the most reasonable cost to its ratepayers. It operates and maintains two regional water reclamation facilities with a total treatment capacity of 40.1 million gallons per day and provides wastewater services to over 64,000 service connections through more than 1,100 miles of pipe and over 800 lift stations. It also operates two regional water treatment facilities with a total treatment capacity of 52 million gallons per day and provides water service to more than 68,000 service co nnections through more than 910 miles of distribution pipe. Additionally, the Division provides irrigation quality (IQ) water service to over 50,000 end users such as golf courses, parks, schools, residential and commercial areas. TriNova, Inc. is the s ole provider for Endress+Hauser (EH) and ProMinent Fluid Controls, Inc (ProMinent) products in the state of Florida. EH and ProMinent provide the water and wastewater facilities with chemical feed pumps, flow meters, pressure sensors, level transmitters a nd related items with demonstrated durability in the field. Its warranties and superior customer service support are critical to maintaining continuous operations on the 24 -hour per day wastewater system. EH and ProMinent products are also equipped to com municate and tie into the current SCADA system seamlessly. Substituting EH and ProMinent items would not be cost effective, as it would require modifications to existing infrastructure and increase manpower hours to accommodate a conversion. Pursuant to Section Eleven, sub-paragraph 11 of Collier County Procurement Ordinance 2017-08, staff requests that the Board of County Commissioners find it in the best interest of the county to procure products and services from EH due to the supplier’s unique capability and best value to the County. Additional vendors may be able to provide products and equipment but would procure these parts from TriNova, and include a significant third-party markup to the County. From fiscal years 2014 through 2017, to date, the expenditure for EH and ProMinent parts and services is over $600,000. Procurement directly from EH and ProMinent , through Tri-Nova, would save the County approximately 11 percent, which is the vendor markup outlined in the underground utility parts contract. FISCAL IMPACT: Funds are available in the Collier County Water-Sewer District Operating Fund (408), Water User Fee Fund (412), and the Wastewater User Fee Fund (414). As the water and wastewater system ages, the number of parts, repair kits and relat ed materials will vary depending on the actual repair/replacement needs and the demands on the wastewater system. Annual expenditures should be assumed to be more than $200,000, and will be controlled by the Board-approved fiscal year budget. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. Business Case Endress+Hauser Electromagnetic Flow Meters through TriNova-Local Distributor 1. What would the impact be to change to a different product (include: training, inventory parts, maintenance, project (or staff time) to replace the item? Endress+Hauser (EH) electromagnetic flow meters are a unique product and Collier County (the County) has had excellent experience with them. EH flow meters are Ethernet ready and can plug into the County SCADA wide area network without a conversion device to convert from analog to digital. A few other meters claim to be Ethernet ready, but they use internal conversion modules to accomplish this. In addition, the County standard programmable logic controllers (PLCs) are manufactured by Rockwell. EH has a partnership with Rockwell that makes integration of these meters with the Rockwell PLCs seamless. This seamless integration avoids the need for County staff to do additional programming to accommodate the meters. There are several other electromagnetic meters traditionally used in wastewater applications (e.g. Badger and Rosemount) that accomplish the measurement function as well as the EH meters. However, the Badger and Rosemount meters lack the full Ethernet compatibility and the ability to seamlessly integrate with County Rockwell PLCs. Given the unique advantages of the EH electromagnetic meters, the County would expend significantly more resources for programming and training if it were to use another meter for this application. Finally, the predominant use of these meters in the County system is in master meters for the IQ water system and compliance flow measurement at the water reclamation facilities. Meters utilized in these instances require the highest in accuracy and reliability. Any compromise in the quality of meters for these applications will result in potential revenue losses from sales of IQ water, potential notices of violations at our water reclamation facilities and could impact the health and safety of ratepayers. If the product requested is one-of-a-kind item, provide background information on how this was determined and backup resources utilized. Discussions were held with County technical field staff and instrumentation engineers on regarding the unique capabilities of the EH meters. Internet research was done to ascertain if other competitive meters offered similar capabilities. Finally, discussions were held with meter manufacturers to further investigate and ultimately validate their claims. 3. Provide information on why a particular product and/or vendor was chosen. The Wastewater Division has purchased and tested many different makes and models of flow meters and determined that Endress+Hauser products are dependable, reliable and rugged and can withstand deterioration from highly corrosive chemicals and sewage. This brand is the most economical and dependable product TriNova offers. The product servicing is also exemplary when emergency response is required. 4. If unique features are required to successfully perform the required function, identify what those features are any why they are required. Provide information on other models available and why they were rejected. Provide brand name, model, vendor name, date and name of each resource contacted. To “exactly match existing equipment” or to “inter-member (connect) with existing equipment” is not normally an acceptable justification for sole brand. When you determine this is a justified factor that should b e considered, the quantity, manufacturer, brand, model, property number of the existing equipment, and necessity for “interfacing” must be provided. The County considered the Badger M2000 electromagnetic flow meter. It lacks direct Ethernet plug in capability and requires additional programming once connected to the County Rockwell PLCs. Also considered were the Rosemount 8700 Series Flanged Flowtube Sensors. Provide product listing of sole/single sourced items you are purchasing.  Endress+Hauser PROMAG meters for water reclamation facilities, selected well sites, master pump stations and larger IQ Water customer meters.  Chemical feed pumps.  Commissioning services for these meters.  Miscellaneous parts for these meters and feed pumps.  Warranty and repair services for the above. EH sells its products through a network of distributors.
