EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing the Chairman to execute the attached Local
Agency Program Supplemental Agreement with the Florida Department of Transportation (FDOT)
whereby Collier County will be reimbursed up to $1,402,763 for construction and construction
engineering inspection services for intersection improvements on Pine Ridge Road at Airport Road
and Logan Boulevard, and authorize any budget amendments.
OBJECTIVE: To obtain approval of a Resolution authorizing the Chairman to execute the attached
FDOT Local Agency Program Supplemental Agreement to construct intersection improvements on Pine
Ridge Road at Airport Road and Logan Boulevard.
CONSIDERATIONS: On July 11, 2017 (Item 16A9), the Board of County Commissioners (Board)
approved a Local Agency Program (LAP) Agreement with FDOT concerning intersection improvements
at various locations on Pine Ridge Road. That LAP agreement set aside funding to be reimbursable up to
the amount of $1,024,273 for construction and construction engineering inspection (CEI) for the project.
The project includes turn lane extensions and restriping at the intersections of Pine Ridge Road and Logan
Boulevard, and at Pine Ridge Road and CR31 (Airport Road). On December 14, 2017, the County
received five bids to construct the project, with the lowest, qualified and responsive bid in the amount of
$1,428,802.78. Thereafter, the Federal Highway Administration approved $378,490 in additional funding
to be passed through FDOT towards the construction component of the project. With that additional
funding, there will be a construction allocation in the amount of $1,304,062 and a CEI allocation of
$98,701 (as provided in the original LAP agreement). The attached Supplemental Agreement addresses
the increased cost to complete the project by providing for an increased total funding allocation from
FDOT in the amount of $1,402,763.
FISCAL IMPACT: The anticipated cost for the construction component of Pine Ridge Road
Intersection Improvements project is $1,428,802.78. Funding from the Federal Highway Administration
passed through FDOT in the amount of $1,304,062 for construction is available within Growth
Management Grant Fund 711, Project 33524. A budget amendment is required to recognize additional
funds from the Supplemental Agreement in the amount of $378,490.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
RECOMMENDATION: To approve and execute a Resolution authorizing its Chairman to execute the
attached LAP Supplemental Agreement with FDOT whereby the Collier County will be reimbursed up to
$1,402,763 for construction and CEI services for intersection improvements at various locations on Pine
Ridge Road. It is additionally requested that the Board authorize the necessary budget amendment so that
the additional funds may be appropriated within Growth Management Fund 711, Project 33524.
