Agenda 02/12/2013 Item #16D122/12/2013 16.D.12. EXECUTIVE SUMMARY Recommendation to approve budget amendments recognizing Conservation Collier FY12 carry forward for planned projects. OBJECTIVE: Recognize funds carried forward in Conservation Collier Fund (174) and authorize budget amendments reallocating funding for planned Pepper Ranch projects. CONSIDERATIONS: The FY 12 Conservation Collier Fund (174) budget included a project budget for Pepper Ranch amenities. When the FY 13 budget was being developed it was anticipated that these improvements would be under contract and the budget would be administratively rolled forward into FY 13. Because of unforeseen delays, the contracts were not awarded and at the end of FY 12 the project budget was swept into un- appropriated fund carry forward. The Pepper Ranch public amenity project is proceeding in 3 phases. The first phase, restoring the water system and renovating the caretaker cottage and septic system so that we can have an onsite presence, is complete. The second phase, building public restrooms, associated septic system and public parking with handicap accessibility, is underway with permits recently pulled. The final phase, placement of primitive campsites, constructing a limerock loop road servicing the campsites and new gate and entry features, is planned for fall of this year. FISCAL IMPACT: At the end of FY 12 unexpended funds for the Pepper Ranch project, in the amount of $505,000, were swept into Conservation Collier Maintenance Fund (174) carry forward. Budget amendments are required to appropriate carry forward and transfer funding to the Conservation Collier Project Fund (179) where the project budget will be reestablished. LEGAL CONSIDERATION: This item is legally sufficient for Board action and requires a majority vote for approval. -JW GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management plan with this action. RECOMMENDATION: That the Board of County Commissioners approves necessary budget amendments recognizing and reallocating carry forward for planned projects in Conservation Collier Fund (174).
