EXECUTIVE SUMMARY Recommendation to approve an after - the -fact substantial amendment for the FY2010- 2011Collier County U.S. Department of Housing and Urban Development (HUD) Action Plan amending the City of Naples Neighborhood Parks improvement project. OBJECTIVE: Amend the HUD FY2010 -2011 Action Plan finalizing the grant funded park and infrastructure improvements for Anthony Park in the City of Naples CONSIDERATIONS: In Fiscal Year 2010 -2011, the City of Naples requested CDBG funding from the County for improvements to two neighborhood parks within a low - moderate income community located within the city limit as one project. On April 27, 2010, Agenda item No.16.D.15 the Board of County Commissioners approved FY2010- 2011 HUD Action Plan which authorized pass through funding to the City of Naples in the amount of $120,434 for improvements related to the two neighborhood parks. Proposed funding was to provide improvements to Anthony Park and infrastructure improvements for the south side of 5t' Avenue North at Cambridge Perry Park. Once bids were received, the City of Naples determined that 2010 -2011 funds were insufficient to support improvements to both parks. The City of Naples decided to complete improvements solely at Anthony Park utilizing 2010 -2011 funding. The following fiscal year, 2011- 2012, the City used their CDBG funds to complete the remaining infrastructure improvements at Cambridge Perry Park. Approval of the substantial amendment is the only remaining item keeping the reimbursement from being made to the City of Naples for this project, and consequently approval of this item is expected to result in reimbursement being processed. Once reimbursement to the City of Naples is complete, a subsequent drawdown of funds needs to be completed in order to reimburse the County. FISCAL IMPACT: There will be no effect on ad valorem or general fund dollars. Funds are available within the Housing Grant Fund (705) FY10 /11 CDGR Project (33088). LEGAL CONSIDERATIONS: There is no Growth Management Plan impact by this action. GROWTH MANAGEMENT IMPACT: This item is legally sufficient and requires a majority vote. - JBW RECOMMENDATION: Approve an after- the -fact substantial amendment to the FY2010 -2011 HUD Action Plan to align the project scope with park improvements and to allow for reimbursement to the City of Naples for this project.
