EXECUTIVE SUMMARY Recommendation to provide additional review of the next increment of system expansion for Emergency Medical Services and Law Enforcement requested by the Board at their November 13, 2012 public hearing for the Annual Update and Inventory Report (AUIR)/Capital Improvement Element (Capital Improvement Element (CIE) update on Public Facilities as provided for in Chapter 6.02.02 of the Collier County Land Development Code. OBJECTIVE: Provide the Board of County Commissioners (BCC) an additional opportunity to review the schedule for the next increment of system expansion for Law Enforcement and Emergency Medical Services as contained in the approved 2012 AUIR, as requested during the November 13, 2012 public hearing. CONSIDERATIONS: On November 13, 2012, the Board of County Commissioners (BCC) held a public hearing on the 2012 AUIR/CIE. During the meeting, the BCC approved the 2012 AUIR, but directed staff to bring back Emergency Medical Services and Law Enforcement in January to evaluate the timing for the next increment of improvement for each system. The issue identified during the public hearing for Law Enforcement was the timing for the replacement of the temporary facility at Corkscrew Middle School. The temporary facility. a double wide trailer, has been utilized since 2001, with the replacement tentatively scheduled in FY 17/18. The issue identified during the public hearing for EMS was the response time for Zone 42 (North of the CR951/Immokalee Road) for EMS. The Level of Service goal for response times for urban zones is eight minutes, ninety percent of the time, but EMS is only meeting the eight minutes sixty-seven percent of the time. With the inclusion of North Naples Fire, the ninety percent response time under eight minutes is maintained. Both sections of the 2012 approved AUIR have been attached to this Executive Summary. Additionally, attached to this Executive Summary are talking points (Exhibit "D") from the Sherriff's office related to operation issues associated with the temporary facility, as well as full year response times for EMS (Exhibit "E") and full year response times for all ALS providers (Exhibit"F"). FISCAL IMPACT: There are no direct fiscal impacts associated with this Executive Summary, but any changes to the schedule of improvements to either system will require the identification of necessary revenue to satisfy the cost of expansion. GROWTH MANAGEMENT PLAN (GMP) IMPACT: At this time there are no direct GMP impacts associated with this Executive Summary, any adjustment to the schedule of improvements for either system will not affect the approved Capital Improvement Element (CIE) due to these systems not being included within the CIE. LEGAL CONSIDERATIONS: This Executive Summary has been reviewed by the County Attorney's Office. A majority vote is necessary for Board action. —HFAC RECOMMENDATION: That the BCC provides direction on the current schedule of capital improvements for the Law Enforcement and EMS components of the Annual Update and Inventory Report(AUIR). Notes: '1) The LOSS was changed from 1/15,000 population to 1/16,400 population along with the ALS response time goal of 8 minutes travel time countywide to 8 minutes travel time 90% of the time urban and 12 minutes travel time 90% of the time rural. For example: • Call location • Travel times to and from rural/remote locations • Treatment times • Call volume • Concurrent calls • Treatment times • Hospital "off load"times • Road construction • Traffic • Weather — -- — — — — —• Restocking supplies Through the third quarter of FY 2011/12 response time data reflected that this goal was accomplished 86% of the time (urban), and 89% of the time (rural). The on-scene time goal for med flight is 15 minutes 85% of the time. Through the 3'd quarter FY 2011/12 data indicates this objective was achieved 83% of the time and the goal of 100% of completed flights without a safety issue (mechanical or operational) was met 100% of the time. D. due to there being no secure area to interview them; we have on occasion used the Sergeant's office,but it is wall-to-wall desks with personal items in plain view • On occasion we have had both suspects and victims at the substation,in this case the suspects are kept in a patrol vehicle in the parking lot,which requires a deputy to standby outside to keep an eye on the suspect. • The squad dealing with the stabbing of a juvenile for the post critical incident de-briefing had to meet at the Fairground parking lot to accommodate the needs of the members of the squad because there was no room or necessary privacy at the substation It would have been beneficial to meet in an office space with the necessary privacy such as a briefing room,to conduct this critical stress debriefing. • Other divisions have come to our substation to provide training on changing technologies or new software and there has been insufficient space in the squad room to use PowerPoint presentations(we do not have a pull down screen for visual aids)and there is insufficient room in the squad room to train two squads at a time(training is ideally targeted at shift change to capture two squads at once). • We have had several operations(grow house,lost elderly and mentally challenged persons) where we have been assisted by other agencies or have been assisting them where briefings were held in the parking lot due to the limited space in the squad room(largest room in the facility);these briefings would have had to stop if a citizen pulled up at the time,due to sensitive law enforcement information • Within the last six months, there was an incident where someone pulled into the parking lot of the Seminole Police Dept. and shot into their mobile building their structure is similar to ours and the rounds penetrated into the building which was occupied at the time. We are seeing more and more incidents of violence against law enforcement and police buildings, thus the reason most public safety buildings inch ide a secure reception area. We have no protection for our civilian secretary other that a glass office door,with no ballistic capability, in order for the public to gain access,the secretary has to get up from her desk and let them in,she has no idea that their demeanor is until they are in the building. • Other minor issues:We can't make coffee and use the microwave at the same time or we trip a fuse,citizens often go the residence of the school security deputy because it is also a double wide,and if everyone is out,that may be the only patrol car visible. The bathrooms are not conducive to suspect use unless you shut yourself inside with the suspect. After the couple of uses the vehicle cleaning area turns into a muddy mess.
